Ilse is, by a lot of people's standards, adorable. As just a nine-year-old, she's not very tall, only four feet seven inches. Her medium-blond hair has a slight curl to it, but not enough that she can't take care of it. She has almond-shaped blue eyes that are mostly hidden by her seemingly constant gap-toothed smile. Her somewhat long nose is almost the same width all through its length, with a light spattering of barely visible freckles across it.Personality:
Her sister Lilian occasionally brings home scraps of fabric and thread for Ilse to work on so that she'll be able to get a job easier when she's older. Because of that, Ilse has mix-matched patchwork-like clothes that don't always fit perfectly because she made them herself. She likes to use bright colors when she can, which often results in weird combinations. Her feet are almost always bare, leaving them tanned and dirty. They've built up such a resistance to the hard ground, they don't even blister or crack anymore.
If Ilse were an animal, she'd be a fox. She's very clever and can think up ways to get what she wants that almost always work. Some would say it's because of the cuteness she has because she's so young. But, really, she's very devious, and she plays up to the part of the "innocent little kid". If it's absolutely necessary, she'll even resort to the blubbering act until she gets what she wants. Normally she doesn't have to go that far, because most of the time people give in before then.History:
Even though she likes to pretend that she can get along just fine by herself, Ilse strongly relies on the help of others, especially that of her sister Lilian. Without people like Lilian and Rese, the current leader of The Justice Squad, she wouldn't be able to get by on a day-to-day basis. She's extremely attached to them and would probably lose her will to live if anything happened to them. Perhaps it's lucky that Lilian is past the age of eligibility for reaping. That way, even if Rese does get drawn into the Hunger Games, (and most likely die) Ilse will still have one person to be with.
Finally, egocentric. While it's bad to think you're the least important person in the world, it's even worse to think you're the most important. In Ilse World, everybody does everything for Ilse the way Ilse says it should be done when Ilse wants it done. And that applies to everyone, even her beloved Lilian. If you don't do what she wants, she will, as said earlier, trick you into doing it.
When Ilse was born in District 8, she already had five older brothers and a sister. Lilian, the eldest, was 13; Terrynce, 9; The twins, Arren and Jonquil, were 6; Nikolai, 4; Ian, 1. Ilse's parents barely had time for her because they had to work, so she was often left in the charge of Lilian and Terrynce. This happened so much that Ilse even began to call them Mother and Daddy, much to her parents' dismay. Little Ilse, at the age of five, was devastated when Lilian turned eighteen and started to make a living for herself making clothes. Lilian still lived at home, but her work hours were longer than her school hours had been and Ilse was left alone much of the time. After she got over the tragedy of "losing her sister", Ilse realized she could get away with a lot more than she could've when Lilian was watching over her. So she started to sneak out during the day and steal little scraps of food from the market. It wouldn't have been very much of a problem, if it weren't for the fact that she was spotted a gang of teenagers that liked to call themselves The Justice Squad.
Really, they weren't serving justice for anyone or anything. They were just a bunch of gangly fifteen-year-olds who liked to steal food so they could eat a bit extra than they could at home. They called themselves The Justice Squad because... well, because it sounder cooler than The Guys Who Steal Food. Anyways, when they saw Ilse, they saw a chance at getting even more food, because of two things. One, she could be used as a distraction to shopkeepers because of how young she was. Two, she could steal food herself because she was small enough to be unnoticeable. They approached her and asked if she wanted to help them, and she, with all of her childhood naivete, agreed.
Four years later, Ilse still works with The Justice Squad. The original boys aren't still in it, of course, and have been replaced by younger friends and kid brothers. And, now that Ilse is nine, the distraction technique doesn't work as well as it used to, but her robbery skills are better than some of the boys'. Still noone, not even her "mother" Lilian, knows about her involvement in crime. It's only a matter of time, however, before it gets out.
