Appearance
Though old in age, there is no doubt that this man casts quite the shadow over anyone in the room. Though large, it is not Howard's sheer size that makes him seem so large, it is the way that he carries himself. For a man of fifty-four years, he carries himself with exemplary posture, always with the straight back of a military man, this makes his just average height of six feet seem much larger than it actually is.
Though he is not thin, by no means is Peacekeeper Visconi overweight, he prefers to refer to his body size as full. In fact, he strongly dislikes the new craze among younger men of just being skinny and not having muscles and actual meat on bones. Because of this belief (and just aging in general) his weight fluctuates around 190 pounds.
Being born in the Capitol comes with a sense of importance, one that this man carries with him. Ever since he was a young boy he knew he wanted to help the rebels against Panem, but he was not sure how. Eventually he figured that becoming a spy was his best chance of doing so, but that meant he would not be able to have plastic surgery so he could keep up appearances. Howard did not care about this, as long as he was doing what his heart wanted, he would have no problems with not basking in youth for all of his days. Thus, instead of having a face that is ageless, wrinkles gained over the years cover his face.
Even though he comes from a fairly rich family, Peacekeeper Visconi never has been one for dressing up in designer clothes, in fact, he finds the less extravagant he dresses, the better it is for his job. During the colder months he tends to wear a simple coat over whatever he is wearing, and during the summer, when not in uniform, he is wearing a suit. Yes, he dresses well, but it is no more than what is required from a man of his rank.
One of the few things that he does not dare let the nature decide is his hair color. At his extended age of fifty and four, most men in the lovely country of Panem will have had their hair reach the point of graying, if they were not losing it by then. This man, though, values having a full head of hair, using whatever products he has at his disposal to keep his head full of the blond hair that he has always had.
The almond shaped eyes that many have are not for this man. Instead of the norm, his eyes are smaller, less open, almost like that of a snake(don't shoot me, it's Alan Rickman, I couldn't resist).His eye color is very light brown, not the blue that many wish they had nor the dark brown that many do have. It has been said by many that eyes are the window to the soul, Howard does not feel that way. His eyes are just a mere looking glass to view the world, and that looking glass is not a two way street. Visconi believes that people cannot tell what he is thinking through the looks on his face or how his eyes move, many doctors would disagree with him though.
In his younger years, Peacekeeper Visconi was a fan of having a beard, his fairly high position allowed him to do this. He fit in with the public of the lower districts by not caring about his facial hair. Not staying clean cut gave him a look at how people outside the Capitol behaved. Even though they saw the way he dressed, most just assumed that he was a rich man. They talked around him, he listened, but he did not share too much with his bosses. Eventually he gave up on the beard, believing that it was a sign of youth that he had held onto for too long. Now he stays clean shaven, accepted the fact that he is father old.
Rarely does Howard smile, he thinks it is just part of the job. Smiles tell too much about what people are actually thinking, if they truly mean the smile, how large it is. So many things can be deduced from a smile, it is just not worth giving others the chance. Nobody knows when a spy is around them, not even a Peacekeeper, thus Visconi never allows people a look into who he actually is.
Personality
Being from a very socially respectable family in the Capitol tough Howard Gregory his fare share of lessons. He had been taught how to be respectful, how to suck up, and how to lead. Richard and Bonnie never did expect their only son to have sympathy for the rebels, but they did except him to do great things for the Capitol. One could argue a good point in the fact that he has.
In terms of respect, his parents were straight with him and told him that it was a one way street, not a two way street. He would never get respect from people above him in rank, but he never would need to give respect to people below him in rank. It was funny how life worked out, how people have to be nice to their superiors but can be jerks to people not as important as them. How Howie was nice to his parents and his teachers was the perfect example of this. He had to be nice to those people, but they did not have to be nice back. They could punish him, beat him, get him avoxed, do anything. They did not though. On the other hand, he was never a perfect person to other children his age, and he never ever dared show respect to the traitorous avoxs. He was nice enough to those his age, but he mostly remained impartial.
Now, after being an agent for the uprisings for who knows how long, Visconi has realized that it is best to respect everyone until they prove that they do not deserve being respected. The lesser people in the uprisings never did trust Howard, always thinking that he would be telling the Capitol their plans and foiling them. After the plan to attack the Detention Center, he had taken a lot of criticism, many thought he was trying to end the rebellion once and for all. This was simply not true, and if he had been treating those people with less respect then surely they would have killed him. He had been the one most against attacking the detention center, he knew it was a bad idea. It took a lot of convincing to save himself, but Howard Visconi always did have a way with words.
It has been said that Howard is not be best spy in all of the Intelligence Agency of Panem, and that is clearly true. He is sneaky and good at his job, yes, but there are others who are far better at gathering intelligence and the likes. So one might ask how he got the job as the leader of the Capitol's intelligence agency. The answer is a very simple one, actually. He was the best with words, he was liked but his superiors. At least within the Capitol, he could get people to listen to him and trust him. He always has had a way of downplaying his weaknesses and playing up his strengths. The one greatest asset that he has is his apparent modesty.
By no means in the world is Peacekeeper Visconi modest, he thinks he is far more important than anyone below him and he considers himself equal with the likes of President Snow. The only difference between him and many is that he acts and talks modestly. He never fully takes a compliment from someone, always finding a way to say that whoever complimented him is great at something else. Most of the time he does not mean what he is saying, but for some reason most believe what he says like it is Gods word. People like being around others that make them feel good, Visconi is a master at that.
The leading part of Visconi is without question, he is good at making decisions, he does not doubt himself, and he always thinks about the repercussions of his actions. That being said, if one of his superiors says something that he does not like, he is quick to get angry at them. The lessons in respect that his parents gave him are enough to have him hold back from yelling at them, but Visconi does go into a fit about how what the other person is doing is stupid and will probably end up getting people killed. Now that he is actually in positions of power, he is able to do this more than before. Being able to validly say why he thinks others are wrong and promote his ideas. Most of the time his ideas are actually best, or so he would like to think, but more so than that they help his agenda, the agenda that is mostly for helping the rebels. It explains a lot about why people doubt his reasoning every once in a while.
Though he is just secretive in general, Visconi has told nobody about his double life. He is not married, so he does not have to worry about telling anyone who he loves about his work, and he does not have to risk telling anyone his biggest secrets. Why he is a ally to the rebels sometimes makes no sense to him, but he always comes to the same conclusion. He thinks that their cause is valiant, that they are deserving help from somebody who can actually make a difference. Helping them gives him a greater sense of importance than helping the Capitol out, because in reality, the Capitol does not need his help. There are replacements who are, though not as great a leader and spy as Peacekeeper Visconi, very qualified for the job and could possibly help the Capitol more than he does. This is not the case with the rebels, he is one of a kind for them.
Another of the few things that Visconi suffers from is how irritable he is. People get on his nerves rather quickly, whether they are fellow Peacekeepers, rebels, his bosses, anything. He tries his best not to show his annoyance, but he always ends up keeping something to calm him around. He finds that tea has a calming affect on his mind, for some reason that he just does not know. Whenever he goes into a meeting, whether it be with the Presidents advisors or with the rebel leaders, he always makes sure the have a thermos filled with tea, just in case somebody decides to attempt to anger him. Every once in a while the tea is not enough, and Visconi ends up stomping out of the room, but mostly the tea is a good enough to help his focus go back to the task at hand, which, more often than not, is figuring out a way to overthrow the government of the Capitol and end the Hunger Games.
History
Howard Gregory Visconi was born on December 31st, the year of the Sixth Hunger Games to two extremely wealthy socialites in the Capitol. Both of his parents were fairly young, and were just married. His father was the youngest Captain in all of the Capitol's armies, and he had won many battles against the rebels. After the war he was named a war hero, and had the choice of being a high ranking Peacekeeper or the Head Gamemaker, he chose the later option. He figured that he would be able to spend more time at home with his then girlfriend, Bonnie.
After the first Hunger Games were a smash hit, he proposed to Bonnie. She said yes, obviously, and then the two spent nearly three years engaged. The time engaged was not easy for the two, with Richard having to deal with planning the Hunger Games nearly every hour of the game, he was very easily annoyed, and almost all he wanted to do was sleep. All of the years he spent as a young adult were very work filled, and he had almost no time to do what he wanted. Once the Fourth Annual Hunger Games ended, they were able to finally settle down and get married. At that time Richard took a six month leave of absence from his post to get married and relax before the next games cycle started.
A few months after the end of the 5th Hunger Games, Bonnie finally became pregnant for the first time. She did everything she could to take care of the baby, even during the time that the 6th Games were taking place and she was extremely pregnant. Just before the year of the Seventh Games, mere minutes before the turn of the year, she gave birth to Howard Gregory. Both her and Richard were very happy to have their first child, but did not want to have another at that time, since they would both be extremely busy. He with planning the games and she with taking care of the baby.
Bonnie almost never got sleep because Howard was quite the whiner as a baby. Even with avoxs giving the child everything he needed, he was always crying unless his mommy was there with him. His parents tried to find out reasons why he was so attached to his mom, thinking that it was abnormal. They were told only one thing, that it was normal for a child to love his mother, and that Howie would most likely grow out of this state in a year or two. Things would be easier once he could talk though, and surely things were.
In between the ages of one and two, Howard started to talk. His first words were the usual, Mama, said very poorly in a high pitched voice. Once he started it was hard to stop him, he was a very quick learner when it came to what babies had to learn. Crawling, walking, how to use the potty, and talking were all things that he learned to do fairly quickly. His parents thought that he was a very smart child, and were very happy that he was able to learn so quickly. Despite this, they were very happy when he was old enough to be sent to day care, so they could have time to themselves instead of having to be taking care of their lovely child all day.
Once he was old enough to be sent to day care, Howard was finished with the whining state about his mother, and though he always was happy to see her at the end of the day, he was perfectly content with going to day care. Day care was a fun place, he was able to play with toys and other children. He actually met people, even if they were not as well versed speaking as him or as quick walkers as him. He always talked about his parents too, how they were so important and how he would be like them one day. Once his parents heard about his gloating, they told him that what he was doing was not good, how he had to be modest and not brag about his parents jobs. They did tell him that he would be important like they were one day though, as to boost his confidence.
As the years went on and on, Howard grew up like a normal rich kid in the Capitol would. He was treated well by everyone, almost unfairly by teachers who wanted to get on his parents good side. His parents told him that this was likely to happen, that people would want to be liked by one of the more important families in all of Panem, especially because his father controlled so much of their entertainment. Even at this point he was respectful to his teachers but still modest about himself, saying that he was not his parents and that they were great but it had nothing to do with who he was. Howard always wanted to prove himself like that, never did he want to live off of his parents legacy.
Growing older and older the same patterns happened over and over again. People tried to get on his good side because of his parents, and et cetera. Things changed a lot when he started to change, especially with people his own age. Howard thought that he had to like girls, but for some reason he never became attracted to them. In fact, he never became attracted to anyone for the way that they look, instead, he was just interested in personalities. Many people thought that he was odd for it, and his parents wondered why he never was in a relationship. Nobody questioned him though, he was doing well enough in school and well enough at important socialite dinners that nothing could ever seem wrong.
He continued to grow and and excel mentally until he finished school. At that point he had taken to a disliking in the games, they were all his father and mother talked about. When he graduated from school, his father said that he was going to retire and that the job of Gamemaker was open to Howard. Though disgusted at the offer, Howard politely declined his dad, saying that he would rather serve in a different way. By being a Peacekeeper.
Because he was a very good student, Howard enlisted in training to not just be a Peacekeeper, but to be a part of the IAC. He was interested in spying on the Districts to see about their lives and to help out the Capitol in case of another rebellion. At that point in his life Howard had no interest in overthrowing the Capitol, he just wanted to learn about the Districts.
In his education of how to be a Peacekeeper, he excelled much like he did in school. Every once in a while he stormed out of the room, annoyed at somebody who just could not get something or at the instructors for being so ignorant. He got away with most of it, but he was told by his father to stop acting out as it looked bad for their family. He listened, not wanting to cause any trouble for his aging father, but he continued to do very well in his classes up until the time he graduated from the academy and was given a good job in the Intelligence Agency of Panem.
From day one in his job, which was given to him at the very young age of twenty eight, he had high level clearance. He found out about the existence of an underground District Thirteen and all of the deals that took place. He was quite surprised at this and was very interested in the workings, commending his superiors on how the deal saved thousands of Capitolites lives. They liked these compliments, and quickly Howard rose through the ranks, being on the executive committee of the IAC by the time he was forty.
Having gone on many spying missions across the Districts, Howard had taken a liking to the people, but also was very displeased with how terrible some of the conditions were. He was starting to dislike the Capitol by that time, hoping that he could find a way to help out the people in the Districts. His disliking of the Hunger Games was the main disliking that he shared with most of the lower districts, and especially some of the more adventurous people in District Thirteen. He had heard no news of a rebellion at the point, and he was sure that nobody had. He was unsure if he would tell the Capitol if he found out about one.
When he got promoted to head of the IAC, it was at the age of forty six, during the Fifty Third Annual Hunger Games. His parents had just recently died and he was grieving, but he was happy to accept the offer. At once he was told about the rebellion that was going on, or at least being attempted. It was nothing at all, so the Capitol did nothing about it. They also told him that he would no longer be going on field missions, something he strongly disliked. He told the President that if he were the head of a agency, he should be going on missions, as he is the best at his job. After a bit of debating, he was given his wish, and he was given the job of spying on the Rebellion. After a while though he started to tell the rebellion facts about the Capitol. Through a lot of hard work he gained their trust. The Capitol knows that he tells the rebellion things, things that they believe are of little importance. They think that it will help them learn more about the Rebellion, but in reality, the things Visconi tells the rebels are very important.
All Peacekeeper Visconi can do now is carefully walk the tightrope that he has laid out for himself. As the tightrope is the path of the double agent.
