What was this now? The Capitol had set yourself in an totally unstable area: the iceburg field. Whatever happened to ‘convenience’? Perhaps that was thrown out of the metaphorical window of life. You do not know the reason behind the Capitol’s machinations; but, the least you do know is that you will be wet. A shivering wet, to add on top of that. Best not get the salt in your eyes.

According to proper calculations, there were four tributes remaining. Four. Yes. This was the reason why.
