OK I'm fairly sure that somewhere in the rules it says that it's said that only one character per person can enter the hunger games at a time, now with the random drawing that you guys do for the reapings you must get a few people who have more then one of their own tributes reaped. Anyway my question is how do you pick which one of those tributes go into the games and which one does not? Do you pick at random do you let the creator pick what do you do?

I can't be certain, though.
