Are we still in the HG canon or not?

OK with the 60th Hunger Games coming soon and the knowledge that a few of our known victors (from the series not our victors) coming from future games we I've been thinking "Are we even in the HG canon anymore?" I mean if you think about it we've had 3 victors from 12 even though the books say that 12 has only ever had 2 with Haymitch being the most recent, we don't have the careers volunteer and we don't even have a career alliance. With all this said are we still in the canon that was established in the Hunger Games series or have we accidentally made our own?
