Shaggy brown hair, scruffy beard and sunken eyes - these are not the sorts of things you expect from a Peacekeeper, but that's Tucker for you. He has always marched through life at the beat of his own drum, and his grooming is no exception, despite the fact that it has lead to infractions. A little less money is a worthy price to pace for Dick to look how he feels - exactly like someone who rolled out of bed, put on a white uniform, and went to work.
Because for Tucker, the job of Peacekeeper is merely a profession, not something to be proud of. His clothes are always pressed though (thank you, Capitol money), and he does a fair impression of authority, when he wants to. Something about those liquid eyes and stern cheekbones, maybe, or the fact that he's retained quite a bit of musculature through the years.
An off-duty Dick is something else entirely. He'll wear the same clothes for days, and days, and days. They are usually plaid and rumpled, the sort of stuff dug out of back alleys (except he bought them new, in a thrifty shop in the Capitol). They are unbecoming and do nothing to diminish him. Because Dick is the sort of person to rise above the garments he puts on, the hair he grows, or the tattoos he adorns. There is just an air about him, something almost inexplicable that overshadows everything else.
You may not thing Dick handsome, but you are likely to remember the way he looks, the impression he gives off.
Personality:
Lazy might cover it, from the exterior, anyhow. Dick is nothing if not especially apathetic. If there is an easier way to do something, that's the way it'll get done, sloppy or not. This perpetual laziness is an easy thing to blame for his downfall, but it's not the reason that Dick was transferred out of the Capitol and into duties maintaining the exterior gates of Panem. Oh no. That was something else entirely - a bucking of authority, a rebelliousness that ran in a vein close to apathy.
He'd never done much about it, mostly just bitched and moaned, and then accepted his Peacekeeping position. But then, Dick has always been a man of triggers, of needing the exact right type of motivation to spur him to action. Seems he found it, and landed his aging butt in the woods. It wasn't such a disappointment; in fact Dick is pretty well immune to that emotion. He takes life as it comes at him - one series of events and surprises. There's not good and bad in the end; everything balances.
This is he sort of hippie philosophy he expounds, when given the chance. Life should be about love, about indulgence, about experience above all else. He's found a path to happiness, and he wants to share it. Peacekeeping may get in the way of a lot of his life, but it allows him to travel, to talk, to reach out to the people of Panem and bring them comfort. Dick has never thought of this as a selfless act, but rather as broadening the scope of happiness. Because if everyone is happy, surely he will be even happier himself.
History:
Dick has found his peace with the world, a sort of zen that he preaches when the opportunity rises (usually after some bootleg moonshine). It doesn't matter what happened before, and you can't control what happens next. Just be in the moment. He is a philosopher, someone prone to talking and not action, and has been all his life. But he's a little endearing for it.Codeword: Odair
He's a Capitolite to his core, to his roots. His laziness can attest to that. Born to the creme-de-la-creme of Capitol society, Dick never wanted for anything. He could have been a stylist, or even a Gamemaker, but he wanted to travel, and so he was slotted into Peacekeeping. He was allowed to skip most of the intensive part of training, and so his physicality has never been called into question. Thankfully he keep a trim figure, but if he didn't, well, that would just be a burden to bear in life, nothing to cry over. Over the years in the force he has grown more and more distant from the family that planted him in his profession, which could explain his outburst. But the truth of the matter is, Dick has always been the sort of person to watch, to really see when so much of the Capitol is blind.
And he has seen children die, and families starve.
Peacekeeper Tucker works along the fences of Panem, doing huge loops and overseeing other Peacekeepers that are stationed at specific gates. It's a mark of authority, but it's a far cry from his station at the President's house, prior to this gig. How he lost it Tucker won't say, but it involved quite the force to subdue him once he decided to make his point about the inequities of life in Panem. How he remained on the force is much less of a question - Tucker is first cousins with President Snow. He doesn't brag about it, but he's not shy about that information either. It's in public record, he figures, and he just doesn't care to fight.
So he travels, and he wanders, and he takes bribes and indulges in life. Things are not so bad, after all, if he can just forget the indecencies he's witnessed.
