Jocen stands at six foot even and about one hundred twenty five pounds. He is broad-shouldered and the bulk of his physique is in his upper body. He is not weak, his father has had him lifting and training to later become a decent Peacekeeper. He has a physical advantage over most of those in District 11.

Coal-colored eyes, black as night are his most prominent feature. With stout eyelashes and dark inward-pointing brows nothing softens their coldness. His square jaw completes his power-look. His nose is bumped in the bridge just under the point of absurdness. Pale, thin, pink lips, stark against his dark features, complete his facial structure. He catches ladies eyes easily, but once his cold stare, even if it's meant to be welcoming, they usually turn away.

Soot-black hair shags on the top of his head. It's rather long, and seems to get greasy pretty easily. His body is covered in the same soot-colored hair. His body hair is thick, while his shaggy locks aren't nearly so.

Jocen's typical clothing is one that shows his father's higher standing as a past Capitol Peacekeeper. He typically wears fancy, collared shirts. The colors vary from the common pale colors that many district people wear, to the vibrant colored shirts his father had owned in the Capitol. He typically wears a pair of blue jeans and brown boots.

Personality:

Jocen Scuttles isn't the kind of guy
who'd just come up and start talking to you. But he's not shy either, more like rude. He carries himself like he's better than you. If you talk first, he'll (maybe) give you a few gruff words. Jocen has no friends, except for his father, but he's okay with that fact. He's not supposed to get attached to the common folk anyway.

Since he was twelve, Jocen has had explosive anger. H e doesn't know why and he doesn't really wonder. His anger can be set off by someone forgetting to call him the right name, or not meeting his eccentric commands. Though this explosive, and almost blind rage makes him seem heartless, regret finds a consuming hold on his heart afterwards.

Jocen’s high view of himself, easily triggered anger and low veiw of others has turned him into a selfish, angry person. More often then not, he does things he wishes he didn’t. He hopes to one day, make amends with those he hurt.

All Jocen wants to do is serve the Capitol, to serve Panem with all he has to offer. He never wonders about the Capitol's intentions or questions the existence of things like The Hunger Games. He'd be proud to be called at The Reaping... or at least he thinks he'd be.

History:

Jocen Cadros Scuttles was born in the year of the 42nd Hunger Games to Cadros Scuttles and Carmetri Duncan. An illigamete child, not only out of wedlock but also the son of a Wanderer.

Cadros Scuttles met Carmetri Duncan when he was first assigned as Peacekeeper in District 12. Carmetri was trying to find her way to District 13. Cadros caught her, planning on arresting her for treason. Instead, her beauty, her personality, and the air of mystery she had had him intrigued. Pretending to send her off to the Capitol for high treason, Cadros and Carmetri kept their relationship behind closed doors. Over the course of two years, she had two children. Cadros took off with Jocen, leaving mother and daughter alone in a place where no one knew they still existed.

Cadros Scuttles married Trina Mesoa in the year of the 43rd Hunger Games. Trina agreed to accept Jocen as her own son. This meant Cadros would be able to keep his job and not be arrested for treason. The Scuttles lived in the Capitol until Jocen was twelve years old.

Trina Mesoa Scuttles was arrested and Avox'd for conspiracy in the year of the 54th Hunger Games. Cadros was questioned, and eventually came clean about his son's true biological descent. He was Avox’d.
In order to keep things neat and tidy, a Peacekeeper by the name of Cadros Scuttles was assigned to District 11. He had a son, Jocen Scuttles. Jocen’s name would be entered into the Reaping until he turned 18 because he was not pure Capitol blood.
Jocen has grown up raised by “Cadros Scuttles” believing this man is his real father. Due to his young age, Jocen has no memories of his real father. He has been taught by the man who raised him to be loyal to the Capitol in every aspect. The man who raised him taught him poor values of those around him, declaring Jocen and himself better than the others.
