Cinna: Friend or Foe?

In the book, Cinna becomes the stylist for District 12 for mysterious reasons that are never quite explained. I have my own theory for it, and this is for your own opinions on the character. Personally, I think he pwns, and my guilty pleasure is thinking of situtations where love could blossom between him and Katniss. I'm a Ciniss shipper! Or would it be Katna?
Anyway, I have a theory.
Perhaps Cinna is part of a plot of rebellion, and the costumes he thought up were signs. Beacons. Signals to the rest of the underground movement. Obviously he couldn't use a higher District for the beacon; their lives are easy, or easier anyway. So he decided to use the District that seems to be hit hardest by the cruelty of the Capitol. District 12. The fact that they mine coal is a fortunate turn of events.
Just as mysterious as his motives is his background. Where is he from? Who is he? Is his name really even Cinna? Does he have siblings? Parents?
What if (and this is my theory) he was a career. Perhaps he's from a lower tribute district; 4 perhaps. And after he was never Reaped, and after he proved too cowardly to volunteer, he turned to different ventures, and eventually sought to end the violent childhoods of today's child, and stop any other kid from having the same brutal training he did, along with the annual game of what is basically Russian Roulette for families. Maybe he started it, or is at least a high ranking member. Perhaps Haymitch is a member too, and Cinna recruited him. Haymitch of all people could contest to the bitter effects of the Games.
