I know for a fact that she's not Nina Dobrev - they eyes, hair and skin tone are all off.

Can't find a name for her anywhere, so you should be okay to use the image as long as you don't mind not being able to find any others of this girl. You also can't claim her without having her name, but you're still welcome to use her.
