William Poplar - The Capitol

William has always been desirable, to say the least. He is tall, 6' 1" and weighs 155 Pounds. Having his own home gym and valuing fitness, he has a semi-muscular build, with a strong chest, but neglected abs. His nails are chewed. He has an abundance of body hair, primarily on his legs and chest, which he refuses to remove. He keeps a shaven head, with brunette hair.

In terms of makeup, he wears a generous amount of eyeliner and mascara, as he's always been fond of his eyes. He also wears mascara on his scraggily beard. He paints his nails a different color each week, with the hope that it will hide the fact that they are so chewed up. In addition, he wears foundation on his knuckles to cover the marks left from the punching bag he uses to work out his arms. When attending big parties, he dies his face red so that he will stand out in a crowd.

William is a highly ambitious and industrious individual. He may be self-centered and arrogant, but he does not fail to charm the finest ladies The Capitol has to offer. He has a no genuine friends, yet surrounds himself mostly with the richest and most powerful in order to get ahead in life. He has a spending problem, and gets himself in heavy debts, which his "friends" always handle for him. His favorite meals are eloquent pastas and his favorite hobby is to collect cheeses.

In addition to collecting cheeses, he's always loved to edit video. He's been doing this ever since he was a kid, which led him to his first job (See history). Also, he likes to gamble, particularly on The Hunger Games. His arrogance however, has led him to lose a pretty penny several times in the past. He values a high-training score, like everybody does, and confidence in a tribute. All else is unimportant in his eyes. He has never been very loyal, and does not find it a valuable asset for tributes to have in the games.

He is very superstitious about numbers. He considers 21 to be the perfect number. He even saves all big decisions at work until the 21st of the month, or the 7th if need be, but never the 13th. In fact, if it is the 13th and the weather outside is ominous, he will simply not go to work. Even though he values a high training score, he will sometimes bet on the tribute with a score of 7, rather than 8, because he considers the tribute now lucky. Finally, he wears a gold necklace that has a diamond studded "21" under his shirt, to protect him for misfortune.

William was born the son of a photographer and a Gamemaker, the latter being his father. When she was not taking pictures, she visited the arenas of past games, her favorites being the 49th and 51st, which she frequented almost every year. His father, chose to use the small amount of time he had with William, to instill three values: Industry, Tenacity, and Preparation. He would always say that unless you were 110% ready for something, you shouldn't bother doing it.

As a teenager, William learned the value of fitness by watching how many Tributes in the Games could not avoid the obstacles his father set up for them because of their low fitness level. Although he would never had to compete, the thought that he was weaker than the trash from the districts was enough to motivate him. At the age of 17, his father got him an internship with the Director of Broadcasting for the Games. He was a nice man, and even let William produce the promotional video for the interviews with the Tributes that year, with his oversight of course. At 19, after his internship ended, he applied for a permanent position, but was rejected because of the bad reputation his gambling had brought him.

During the lapse between his internship and his next job, at age 20, he spent his days sleeping and his nights in bars. It is here that he met his crowd of affluential friends, including the Head Gamemaker. With his backing, he was hired as an intern Gamemaker, and at age 23, was promoted to Gamemaker. At age 24 however, he was fired after betting on a tribute, which is forbidden. Had he not been friends with the Head Peacekeeper, this incident would have ended in an execution.
