The Mask
If you had ever come upon The Keeper at his work you'd never forget him. He has a very distinct appearance and it tends to stick with people, especially if you happen to be someone he's targeted. Standing six foot four, head and shoulders, he's an intimidating figure. The witnesses and can only murmur about the amazing height of this midnight monster, for that's the only thing can make out in the dim light. Occasionally, one will hear the gravely, low voice but they usually don't live to tell the tale.
The "costume" as the politicians in the District put it, is an altered Peacekeeper uniform. Some may question how such a person could get a hold of such a precious commodity, but the force isn't answering any questions. All they now is that citizens and officers alike need to be wary of the so called "Keeper." He looks like any other member of the force except for a few adjustments, the most drastic of which is the helmet. The visor has been tinted black, and more coverings have been added to hide the identity of the self proclaimed "equalizer." That, and a simple blood red dot has been painted on the side of the white helmet. Recent sightings have revealed the uniform do be patched in places with black fabric, the white material looking a little dingy and the helmet having a few cracks here and there.
Some say that his boots are silent even as they hit the pavement. They say he's a shadow, or a spirit. Some say he's the District's savior, others say its curse. The truth is, no one really knows what's hiding behind the dark visor of The Keeper. However, he's started a following, eye witnesses have been credited with reports of others with the man. It started alone, then a pair but now it's growing. The Keeper's movement is blossoming in District Three. He wants it for his own, that's something everyone can see clear as day.

Not a whole lot is known about the mysterious keeper. Some say he's a ruthless serial killer out to torture anyone in his way to total control of the District. However, that's a lie. The government wants you to be afraid of him, but his message is a peaceful one, even if his ways, at times, are not. There's a collection of young people in the peaceful third district that want to be just like the surrounding tributes- Careers. They want to become a Capitol lapdog and win fancy titles. They want to be the people that spit on them constantly. Why? That's what The Keeper tried to fathom. Looking around the District, it isn't exactly a haven, there are corruptions everywhere they need to be fixed or eliminated.
His mission seems to be to clean up District Three and it keep it away from becoming a Career powerhouse like so many young ones want it to be. His motives are unknown. All that people seem to have collected about this ghost is that he will by no means be held back from achieving his goal. His methods are said to be extreme and that all citizens should report any sightings to the Peacekeeper force at once.

If any person happened to bump into Mr. Noah on the street, one would hardly notice him. He looks like every other tired worker. Brown hair graying at the roots, bags forming under his eyes and wrinkles etched all over his face. With his shoulders hunched over, no one would take note of his height, a healthy six foot four. Under a shaggy, torn coat a normal citizen probably wouldn't notice the muscles working in his shoulders and arms. Nathan looks like a normal man, perhaps with a wife at home and children entering the Reaping. Just a simple man with exhausted blue eyes and gray stubble sprouting from his chin.
He could be anyone's father or son or husband. Just another citizen of the polluted and work-a-day District Three. Sure, he shows up in the streets with bruises and cuts, but that's normal for anyone working in the factories. An old man with a limp is nothing special. Nathan Noah fits right into the crowd, nothing out of the ordinary.
Actions
Nathan was a quiet child. Never one for talking too much or interrupting. However it's always the silent, obedient ones that make the biggest changes. His mind was always filled with ideas even if he never told anyone about them, or put them on paper. That was dangerous, for someone might think he was bad talking the Capitol. They started as just ideas, simple thoughts that would drift into his mind. Questions mostly about the future, the past, the Capitol, the Districts everything. Some might say that Nathan Noah could never have such plans he was such a sweet child, but the beginnings were always there. A tiny seed that was soon fed blood and secrets and bloomed into a revolution.
The man's one rule is fairness. Everyone must have a fair shot at life, right? The Reaping, for instance, is very fair. The Districts rebelled, this is their punishment. It's a lottery, nothing rigged, just names in a bowl. Then the children all have a fair chance at winning. Or at least they used to before the lower Districts began training "Careers." He despises Careers, even if they're just children. They're bending the rules! Nathan plans on evening out the playing field, starting with stomping out this Career movement in Three first. Then, who knows? District Two? One? Four? He'll hit them all.
The polite child is no more, what is left is the visionary, the idealist, the revolutionary. The Keeper.
Alibi
Nathan Noah was raised in District Two with the name Cicero Marks and taught all about the founding of Panem, the District's rebellion and the Games. To him, everything made sense and was in perfect harmony. He grew up to become a Peacekeeper. after all for someone with such a strong moral compass, the police force is the go to. However, the stark reality of Panem, the Districts and the people became very clear to Officer Marks. The truth of the Career Districts- one of which being his home- was something that just could not compute. It was supposed to be a fair competition- completely fair!
While stationed in District Three, the one lower District that had not fallen to Career hierarchy, Nathan hung up his Peacekeeper uniform for good. He became a citizen, morphing into civilian life was easy. That's when he took the name Nathan Noah, abandoning his earlier life and his lower district name. A simple name better suited the man and the plain life was less stressful.
However, District life proved to be harder than Noah thought it would be. The officers in the force are cruel people, turning in citizens for little to no reason at all. He was fed up with the cruelty his former brothers were performing on the people he had come to know. Nathan dug out his old uniform, making a few adjustments to hide his identity, he donned it and went on a search for vengeance. His first target was the Peacekeeper who had treated his neighbors the worst, threatening them, calling them names and striking them. Following him from the force's building, he confronted him for his crimes and took away the parts that had caused his friends the most pain- his tongue and his hands.
It was gruesome, yes, but it had to be done to keep the world fair. From there on out it grew to others all the while determined to keep the Peacekeeper force in line, even recruiting other's for his cause. They call themselves Equalists. They've truly become a movement. However there is a new problem in the District, the group of teens training to be Careers. Nathan would have none of it, not in his District. Three was to remain a fair and equal refuge and he's not going to let a bunch of punk kids mess up his paradise.
