Yes, that is the point of tessera, buying it places another name in the reaping. They don't contact you personally to let you know that you have tessera, when you post in the thread for it, and you have the right amount of money then you have it, they admins will post a reply saying they have updated it (which means you have it -the tessera) or you may possibly have insufficient funds.

Yes, there is another area for sponsoring and sponsoring involves giving money to the tributesm they then chose the items that they want to by with that money. Again, it is another area that will be posted up by the admins when the games start! ^^
