A surprise inspection(KAY,Open)

He sat at his oak wood desk. Just a boring day for him. Nothing had happened in a while. The last thing to happen in the district was the whipping that had not happened that long ago. He remembered it really well. The girl had tried to throw a knife at him and he had all those kids he let go. He knew he should have made the others pay but he couldn't do it. Not by himself. So he grabbed the girl and made her life hell. He had whipped her he didn't know how hard. But he remembered the blood well. Then again he was the one who had to clean it all off afterwards so why wouldn't he remember it.
He snapped back from his day dream after hearing something from outside of the building. He looked around. He tried to remember if anything was suppose to go on today. Nothing came to his mind. He was scared a little now. He knew if nothing was planned that meant one of two things. Either there was a stupid person getting introuble and he should ignore it. Or the worse thing that he could think. A surprise insepection from the Peacekeeper he was afraid of the most. He choked on some spit at the thought of that actually happening.
Then he heard the thing he dreaded the most come over the radio. The news of a surprise inspection ran through the radio like a mosquito. The words were clear enough for everyone to hear, " All Peacekeepers be extra careful. Surprise inspection. All Peacekeepers not patrolling meet up at the train yard to greet the inspector." He swalllowed his spit not knowing what to really think. All he knew was to get to the trainyard as quick as possible. He grabbed his helmet and rifle and ran out of the building behind everyone else.
He ran through the district at a full sprint. Boots hitting the dirt with no care on what it hit, let it be a rock or a hole. He just knew he had to be the one that had to greet the surprise inspector. Just what he wanted to do today. But he knew it was not a choice but his job. He kept running through streets now and alleyways. Taking shortcut after shortcut hoping that he was not late. Then he saw the trainyard. Also saw he was not late. He let out a sigh of relief knowing that he made good timing out here.
He heard the train come to a screech and come to a halt. He saw the steam release from it knowing that meant he was about to meet the person that could make or break his career right now. The surprise inspection was never a good one. But he couldn't worry about that because he knew that nothing should go wrong. He saw the doors open. Then someone stepped out of the train that looked important. He took off his helmet and shouldered his rifle across his back and stuck his hand out to the person. He spoke in his loudest voice and said, " Glad to see you here. What brings you to district 12... Nothing has happened in a while." He wanted to slap himself for his comment. But he waited for the person to reply.
