Appearance
Face:
Fleet is known for his strong jaw line and full lips. It’s impossible to deny his good looks, but when you’re gazing into his intense turquoise eyes you can sometimes forget about everything else. His nose seems a bit large on inspection, but no matter – the rest of his face draws you away from it.
Hair:
His hair is blonde, but brownish in shade. In summer it becomes slightly sun-bleached, but not enough to pull away from the dark tone. He doesn’t spend a lot of money on gel or wax, though products do help him to look his best even at sea. Spiky, short and well groomed is his style.
Body:
Fleet spends a good deal of his spare time at the gym, as he’s determined to become a Hunger Games champion. Muscular arms, torso and legs make him up, but he doesn’t overdo it – according to him, there is a limit of muscle on a man before he’s just gross. He tends to show off his chest in hopes of impressing the ladies, flaunting his six pack and pecks. Despite his strong build, he has gentle hands, even though they are large. He tells girls that they are working hands. His legs are long enough to give him a good running stride, which is very important if he ever wants to get to the Cornucopia. His skin is golden from the many hours in the sun over the years, and his tall stature is a priceless advantage for him.
Clothing:
He always – always – wears his lucky bracelet. He wove it himself out of small pieces of netting rope, the synthetic stuff that comes in bright colours. It is always on his left wrist without fail. He hasn’t removed it for years. He typically spends hot days in only his shorts, be it denim, swimming trunks or knee length ones. When it’s cooler but good weather, he throws a shirt over the top, but rarely buttons it up. He has worked hard on his body over the years and wants to show it off at every opportunity. But even Fleet can’t expose himself too much in driving rain and blasting winds, so he settles for jeans and several layers, like t-shirts and a hoodie. He is indifferent on foot ware; on the shore he doesn’t usually bother with protecting his feet, but he slips on a pair of tatty old trainers when he is working to prevent any nasty wounds from hooks or ropes. His only rule in fashion is to look good while showing off as much of himself as possible.
Personality
Positive Traits:
It takes a resourceful, quick-thinking kind of person to work in an industry as dangerous, but rewarding, as seine fishing. The job requires the boat to go far out to sea, even in poor weather, and accidents can easily occur. Fleet is brave and has a good awareness of his situation at all times, so he qualifies in all aspects for the job. Is it him, or the years of practice he has had? Either way, he is suited for the job. He is also known to be incredibly honest in all situations – which his cousin sees as a disadvantage – but he has gained much respect from the younger population on this alone. He is physically strong and is a fast runner; his aim is superb and his reactions are swift, especially in danger. Being from District 4, he is a naturally good swimmer and has a knack for identifying types of fish. He can weave nets and ropes out of nearly anythign assuming that there's enough material, and he is highly skilled in the use of spears and swords. His brave outlook and trained body and mind help him to get through any situation possible. When he screws up, it must be down to other people, surely?
Negative Traits:
Fleet can be rude and cocky just as easily as he is honest and brave. He is not fazed by the idea of killing another human being, mainly down to his Career mindset. He also takes things too seriously, like his reputation and his strength. He has a number of physical problems too, which he tries to cover up; mainly, his weight because of his muscles, and his poor stamina. He is better suited to short distances and high speeds. He is also clumsy, but manages to control this when he is at work, staying focused most of the time. He sweats a lot, which is embarrassing for him around girls, but most importantly he has a weak heart, which he inherited from his mother. He is rather fearful of his elder cousin, Harp, who has pushed him around and bullied him since he can remember. Finally, he is illiterate. He can read and write his name, but that is down to recognising the shape of the word rather than the individual letters. He is very careful not to let this slip to anyone besides his family. A second, more deadly part of him emerges when he is in 'Career Mode'; his cruel, selfish side is what he has nicknamed 'Fleet Two'. He attempts to override the thoughts and ideas that stem from this section of his mind, but it's an ongoing battle. He doesn't like this part of him, but it is him nonetheless, whether it is good or not, so he has grudgingly accepted it over the years.
Preferences:
Fleet loves hot summer days with a cool breeze coming off the ocean; it means he can walk around with as little as possible on his body, which means attracting a few look of the ladies. He always takes advantage of calm water for fishing and swimming. He won’t eat any meat other than fish, which isn’t too bad considering he lives near the ocean. Although he is trained in fighting with weapons, he likes to fight fist to fist instead. When it comes to women, he likes the ones with some guts; fighters, rude, attractive – sound familiar? But he also has a soft spot for the gentle sort as well. He would rather be out at the docks watching the boats go in and out than sitting in a classroom looking at a textbook blanky; but he is no longer in school so that isn’t a problem for him anymore.
Opinions:
As far as the Hunger Games are concerned, he thinks that it’s a competition between careers alone. If you ask him about the last five years, he’ll tell you it’s just a fluke. He believes in strong, trained Victors, not some poor kid that got lucky in one fight. His core belief is that his father was the bravest man that ever lived, but all he has to go on that is what he has been told by his uncle; there isn’t any evidence for this opinion so it’s easy for others to pull it to pieces.
Background
Family:
Fleet was only two years old when his parents died. The version that Fleet knows is that his father, Keel Seine, gave his life to save his crew at sea by jumping into the water and swimming out into the open ocean to draw sharks away from their sinking vessel. On hearing the news, his mother died of a heart attack, an unfortunate trait that runs in her side of the family. The part about his mother is true: she did, indeed, fall dead when she heard what happened to her husband. But in fact, her husband attempted to sail away and escape from Panem. One of the men he worked with got wind of his plans and reported them to the Peacekeepers, so that they were waiting for him on the night that he tried to leave the harbour. He was taken to the Capitol immediately and executed for what they saw as treason in the form of abandonment. So Fleet was taken to his father’s brother, known to him as Uncle Nesh, and raised alongside his elder female cousin, Harp Seine. It could have been worse, but only slightly.
Upbringing:
The earliest thing Fleet can remember is Harp stealing his dinner money every now and then. He never enjoyed school, mainly because teachers he had were very strict and had no patience for his slow learning; they simply gave up on him, meaning that he never learned to read or write beyond his own name. He has always preferred to be outside doing things rather than sitting behind a desk in a stuffy classroom. Even his job from seven upwards of sweeping the docks was more fun than staring at pointless squiggles in a book.
He learned to swim at age four and has been stuck with water ever since. He learned to give as good as he gets with Harp because he worked out that she acted like a boy due to the masculine household she lived in. They were both raised with a Career attitude to the Hunger Games, studying the event every year to learn whatever they could. Both were desperate to be a part of it one day; he started combat lessons aged nine and by the time he was twelve he was eager to be Reaped, taking as much tessera as possible – which wasn’t much for the family of three.
His uncle has always used him to test his designs; Nesh lost an arm in a tragic accident involving a harpoon and a crate of shrimps – enough said – but he managed to make a living by making signs for the docks to alert others of the dangers he had missed. Because Fleet can’t read warning notices, he is a prime candidate for testing. He looks at the image and tells his uncle what he thinks it means so that he can alter or complete it.
At twelve he got a job on a seine fishing boat, learning the trade and began dreaming of owning a fishing company one day – assuming he doesn’t manage to win the Hugner Games. At thirteen he finally decided to knuckle down and get some proper training done for the Games, specialising in nets, defence, spears and swords. When he was fifteen he earned his reputation as a good fighter when he knocked out the front teeth of a drunkard in the Square one night. The target wasn’t too hard, but his fists were. That was around the same time that he began getting interested in girls.
Everyday Life:
Now that he doesn’t go to school, he spends a fourteen hour shift on the fishing boat four days a week. It’s danger money, but he gladly takes the risk and the pay. On his free days he spends the morning at home, trying to write a sentence but always failing and getting up to give his uncle some feedback on a sign. The afternoons are wallowed away either at the Square or gym with his friends, with a trainer for weaponry or in the sea. There is a secluded little coral reef a mile or so out at sea to the south; he swims there in the heat of the day, staying cool by diving under the surface every now and then. He enjoys taking a net and rod and spending his hours alone fishing. It also means some extra food for the table. On these days he also has to make time for buying the family’s food.

Notes:
He also has a 'devil on his shoulder' type... thing... and he calls the little fella Fleet Two. It comes from his Career side when he is bloodthirsty in a fight or plotting for his own benefit. Fleet Two makes appearances occasionally; think of him as his own little personal enemy.
