One by one, til we've given a day to every state in the good ol'USA
Is this a massive undertakingand a god-awful idea? Yes. Bt I think - especially considering that most of us are from the United States of America - that it can happen! And yeah...
More importantly, this will be spread outdon't kill me. There will obviously be some completely stereotypical stuff for each state (i.e. Hawai'i and weed), but the character will benotmostly up to you.
Also, this is not technically first come first serve, but only because I don't want people to be turned off from the plot because the state they wanted got taken. Which is why you have to list three states. I'll do my best to update this daily... yeah, just list three. You don't have to worry about following the stereotypes perfectly or even closely, but they are just there. Hopefully they'll be part of the characters just because they are meant to be comical elements.
And let's try to make them reaping eligible, because that makes a plot more attractive to people.

Alabama - Well, welcome tothe good ol' southDistrict Four. Alabama is not exactly the smartest of the bunch. He/she loves the games, but is not really interested in being in them. Alaska - Despite being part of one of the richer families in District Five before oil was found, Alaska's family could not bring themselves to accept the Capitol's motto of "Drill baby, drill" because nature is just too important to them as a familyArizonareserved for Danny
Arkansas - Despite living in the Capitol, Arkansas' family is rather poor. Naturally, they wanted to change this situation, but could not exactly figure out how. Then one day, Arkansas had a great idea: why not sell moonshine to make money. As proven by a new and lavish lifestyle, the idea has worked.
Connecticut - Like many of his/her fellow District One citizens, Connecticut is rich. He/she is also uptight, snobby, and generally someone who would be a member of an upscale country club.
Delaware - Delaware lives in District Eight, and really does fit in. He/she is quite slow at learning how do do even the simplest task, and therefore a sewing machine is a great invention for him/her.
Florida - Something about District Eleven has never connected with Florida. Though his/her family is well off a family in District Eleven, the lack of a body of water truly saddens Florida. Somewhere, even if it is far away, the sea is calling to Florida... it's just Florida has no idea where that might be.
Georgia - Georgia may live in District Ten, but he/she is an expert on peaches. Of course, there happen to be no peach trees in District Ten. Nonetheless, his/her fascination knows no ends.
Idaho - Unlike most in District One, Idaho does not have great wealth. Like most in District One, Idaho trains for the games. This training is only somewhat conventional, as he/she knows how to fight decently, but is also learning some of the survival skills necessary to win the Hunger Games.
Illinois - Illinois is a hotshot, and also one who doesn't mind breaking the rules to make some cash. Though people aren't quite sure who the District Five menace is, let's just say Illinois might have some role in a certain group that might or might not be a certain menace.
Indiana - Indiana fits perfectly in District Three. His/her mother and father both work in factories, and it seems like he/she is on that same career path. But maybe Indiana wants more than that.
Iowa - District Twelve is all about coal and poor people, but Iowa really just doesn't like the idea of coal. He/she is someone who is quite interested in energy sources other than coal, but it seems that he/she is preaching to an empty church... even the choir forgot to come.
Kansas - Kansas is not one of the typical District One citizens. Kansas only knows his/her father. He/she isn't aware of the secret, so don't let it get out. His/her mother happened to be a sibling to Kansas' father. Shh. Don't tell anyone.
Kentucky - Kentucky's family may not be the richest around, but they sure are part of District Two's high society. His/her manners are close to perfect, and nobody loves a contest like the Hunger Games more than Kentucky's family.
Louisiana - You know how District Eleven is supposed to be all agricultural and stuff? Yeah, well, Louisiana somehow seems to have a negative affect on plants, always ruining them. Not like he/she doesn't care... it's just, he/she is unlucky.
Maine - District Six may be the smartest district in Panem, but Maine really isn't going to fit that mold. Maine loves nature and has a very, very funny accent. For some reason, most every word that Maine says ends with the letter 'r", even if that is not how the word is meant to be said.
Maryland - District Twelve just isn't the right place for Maryland. Maryland wants to go fishing, but is unable to do so based on circumstance. If only he/she could do so... maybe Maryland might catch some crabs.
Massachusetts - Massachusetts' family owns a factory in District Nine, and despite the fact that District Nine used to be about hunting, they are not down to earth at all. Massachusetts is very, very, very snobby.
