Vance Windham [district nine mayor wip]

- Pale and gaunt, with a persistent bit of stubble that grows in patches. Blue, blue eyes that can look just as innocent as can be.
- Fairly good muscle tone for his age and lifestyle, top heavy and a solid 6’0”.

- The sort of man who looks backwards and forwards, but never at the present. Perhaps a little oblivious to the daily goings-on of his district. Definitely a big picture sort of guy.
- Sensitive and intuitive, the sort of person you’d want to be your best friend, to have your back in a fight.

- When the refineries started encroaching and it was clear the Capitol wanted to put the land to better use, Vance was one of several rebels who continued to hunt, trap, sell and trade. Unlike many of the others, though, he was never caught (and likely bribed his way past several Peacekeepers).
- The legend of him, though, lived on until it came time for the Mayorship elections after the previous one passed on. Vance won handily, treading a careful line between saying the right things to the Capitol, and rallying the citizens of District Nine, forever endearing them to him.
