Canto Blair, Capitol {WIP}

Canto's hair is layered and the color of caramel, and she always has brightly colored highlights. Right now they're lime green and fuchsia, contrasting with her sky blue eyes and tanned complexion. She is very beautiful in a "Capitol" way- always changing her hair and even wearing differently colored contacts. Her ears are pierced, and she also has two cartilage piercings in the right ear and one in the left. She is always wearing neon, skimpy clothes and her trademark 2-inch platform heels.
She has a proud way of carrying herself, always holding her head high and flipping her hair at every opportunity. Rather than style it her hair is always at least partly loose, sometimes with the front in elaborate French braids.

Canto is typical for the Capitol in that she is very shallow at times, not really caring about real things. She thinks the Hunger Games are highly entertaining and loves to cheer for the tributes she likes, but even when they die she doesn't really care, simply shrugging and moving on.
Her roots from 12 have influenced her personality, though, and she has the Seam instinct for survival. She is very emotional when she least wants to be, crying easily and getting worked up over the smallest things. Despite the fact that she normally gets along perfectly well with her mother, lately she has been picking fights and sneaking out (even more than usual.) She has a group of friends who are known for their wild parties and outrageous pranks. She is on the outskirts of the group, not really fitting in.

Canto's parents were from very different backgrounds- her mother a wealthy Capitol girl, her father a Victor from District 12 named Aster Cantos. During one of her father's visits to the Capitol, he met her mother, Rosalina Blair. Months later Rosalina found she was pregnant, and kept it from Aster. When Victoria was twelve, she was wondering what her life would have been like if she was "stuck in one of those miserable districts", and Rosalina broke down and told Victoria about her father. Victoria was shocked-she had miner blood. She decided to adapt her father's last name for her name, never really having liked her name.
Today she is looking forward eagerly to the 60th Hunger Games, knowing this year will be one of the best yet.
