Friend or Foe? (Open)

Chelsea Palmer, the beautiful and charming District 4 resident, has lived a life dedicated to her work. It wasn't every day that she had the ability to just relax and sun soak on the beach, letting her body warm under the rays of the sun. When she wasn't working on her father's boat, she was taking care of her sister Laura. Of course, she never would begrudge spending time with her best friend! Chelsea and Laura got along so perfectly that their parents were concerned they actually hated each other and were only pretending to get along for their sake, which wasn't true in the slightest. Laura decided to go sailing with a school friend, so Chelsea had the entire day to herself, which was a blessing and a curse.
Today was a slow day for her. Chelsea woke up early in the morning to find that her father offered a day off working. By dawn, she had already eaten breakfast, preened herself, and packed a bag for the beach. She carried her hand knitted bag all the way down to her favorite beach, which was always so quiet and relaxing, that it felt like pure heaven to her. Said beach laid on a relatively rocky part of the sea, the salty waves continued to splash angrily against the jagged edges of boulders bigger than people. Beyond those rocks was a white sand beach, concealed by a forest on the side opposite the rocks. If there were ever a place to skinny dip, it would be this place.
'God, I just cannot wait to sink into those refreshing waters.'
Upon arrival, Chelsea noticed that she wasn't the only one who decided to go for a swim. Instead of being socially awkward, she walked right over and decided to introduce herself. Thanks to the cool sea breeze, her flowing blonde curls blew in front of her face and obscured half of her face. This caused her to smile and giggle slightly as she attempted to move the curls from her sight.
"Hello," Chelsea said sweetly, "It's such a nice day for a swim, isn't it? I'm Chelsea by the way."
She waited and watched to see if she was about to make a new friend, or a new enemy.
