Devlin was much taller than any of the guys in his class; this is what you get from having a tall mother and father inheriting their height genes. Standing at 6’3 he often gets stares and looks from people when he’s out in public, causing him paranoia and self-esteem issues leading to him loathing his height. His hair oozes with caramel chrome with a blush of dirty blonde, tending to go a deep blonde colour when he’s spent a lot of time in the sun on the coasts of District 4. However, since his hair shone brightly and coordinated to the district he was from, his skin tone did not. His skin was a natural pale tone; no matter how long he spent in the sun it would not change his tone whatsoever. Due to the large population of District 4 being natural tanned he often looked misplaced in public surroundings, and as a result was the target of bullies in his younger school years. His muscles bulging from his shoulders, abs and even legs were noticeable from a distance away. His body was strong from the part time job he had in the fishing business, where he worked on weekends to earn a small proportion of money for his family.
His eyes are dark from the limited sleep he receives; he’s a light sleeper waking to the sound of a pin dropping. Grey tinted fireworks lit up his eyes, staring into his eyes would lead you to think you were staring into the eyes of a mythological creature. His arms are long and toned coordinating to the length of his legs that have been toned since a young age. He’s very agile on his feet highlighting little struggle and is well alert at times enabling him to professionally fight in certain situations. His fashion style is very plain and basic, corresponding to his social status leading to his characteristics not standing out in the crowd. Throughout his school years he was continuously called a ‘looker’ from the girls at school, leading to him continuously have bright red cheeks whenever he heard the utterance of the word itself.

Growing up with two older brothers lead him to have little attention from his parents, contributing to the passive guy he is today. He will most of the time avoid confrontation unless it is needed, if people had problems with him; he had problems with them specific people. He found making friends severely difficult and decided to occasionally socialise with a small group of friends, whom after years eventually came to trust them. He doesn’t care whether if people like him or not, he has a strong sarcastic tongue and on first impression, leads people to initially dislike him.
Devlin keeps his emotions tightly knitted to himself and rarely confides in others for guidance or advice, and is not emotionally devoted to people.
He takes a viewable approach on life and the events that take place around him, he takes nothing for granted and believed if you put the effort and time into something, you’ll get there one day. He knows what it’s like to be treated as an animal and subordinate in society, although he hails from District 4, he hails from one of the poorer parts. Being the youngest of three brothers he takes little criticism to the heart, from the years of ongoing insults thrown at him since he was young. However this causes Devlin to think about certain circumstances too much and often criticizes himself a lot, whether it’s school, work or friends and family.
Devlin has an obsession with the sea, he learnt to swim when he was just 4 years of age from his father, and has been a strong swimmer since. He loves the tiny particles of water gliding through the sensitive parts of his body making him feel free and relaxed as though he doesn’t exist.

Devlin was born to Lukias and Aria Franchot, a fisherman and his wife. Lukias did the basic fishing duties of his business while Aria dealt with the financial side of things, sending the materials to the Capitol as well as District 4 itself, they both met in school when they were both 16 and have been together ever since. He gets on severely well with his parents and they have little conflict, the only conflict he has is with his brothers.
Growing up, Devlin had little attention from his parents. Even though they tried to even out the odds of attention, Devlin was still lacking it. Although he lived in the poorer side of District 4, food was always put onto the table every evening, leading him to not take anything for granted. Devlin did exceedingly well at school, he didn’t even have to try as much, he’s very good at picking up new things. On the romantic sides of things he has never had a romantic acquaintance; he is too busy with school and work itself to even think of settling down with someone. When he was younger his older brothers used to take him out in the middle of the night to some valuable fighting lessons where his brothers taught him to take care of himself. This was when he was too young to even know what the games were and just distinctly thought his brothers were teaching him to be a tougher person.
He had a different view on life when his eldest brother Jai was chosen to participate as the male tribute for District 4, Devlin was only 12 and it was his first year of entering his name into the reaping. Although his brothers used to insult him and beat him up on occasional times, Jai was the mature one and would beat anyone up who even laid an inch of a finger on Devlin. Devlin watched his brother get to the final 8 of The Hunger Games and witnessed his brother be explicitly murdered by the female tribute of District 2. He continued to illegally train under the teaching of his other brother, Chame, and would get justice for his brother.
Now at the tender age of 16, he’s had many experiences with the opposite sex and is considered a sex symbol by them. He still continues to train with Chame at midnight upon the beach, and still works for his parents fishing business. He will never forget the brother that once cared for him, and one day he will have his vengeance on the Capitol.
