President Snow's Favorite Districts

It would seem our good president seems to play favorites among the districts of Panem. And although he values none of them above his beloved Capitol, which do you think he favors the most?
He obviously seems to hold Districts One in the highest regard because it is the closest of the districts to the Capitol in lifestyle, and District Two is a close second due to it's relative affluence and high number of victors. Also, I think it can be safely said that District Four comes in third as it is the final and most humble of the career districts, which Snow quite clearly favors above all the others.
Apart from the career districts which are quite easily placed at the top of the president's personal hierarchy, and I suppose District Twelve, which he obviously seems to like the least, where do you all believe the other districts fall?
