Detention Center Reopening - with changes!

Hi everyone!

That's right - the Detention Center is opening again. We have had some problems in the past with keeping up its activity, but this time around I want to reopen it and make sure that it stays active.

If you're not familiar with how the DC works, please consult THIS thread.

To keep up the DC's activity, I have made the following changes:

• Reporting characters will now give you incentive points. The form to report crimes is HERE. You will receive 2 incentive points for each character you report. However, please note that this process is not automatic, so I will manually sift through the response spreadsheet and notify Aya about who needs to receive points. You won't receive points for filling in the form randomly, so don't try. Basically, it will take a little time.

• Anyone who creates a Peacekeeper will receive 15 incentive points. This helps with the activity of things. With more Peacekeepers, we can have more interrogation threads and the like. (Which are extremely fun.)
  
  
• The actual system with which I assign threads to characters will change. There have always been different consequences for minor crimes and major crimes (namely, how many threads you're assigned in the DC and whether your character is "interrogated" (i.e. tortured, let's be honest). It just doesn't make sense to throw someone in the Detention Center for, say, stealing a loaf of bread. Instead, most characters with minor crimes will probably be assigned punishment threads in the District with a Peacekeeper. On top of that, you may continue threading with that character elsewhere while you are threading with the Peacekeeper, unlike when your character is thrown into the DC and all other threads cease.
