Ly tries to distance himself from the abnormal fashion choices of the Capitol by refusing to wear make up, but with his chosen career path, he is not viewed as an outcast. His un-dyed light auburn hair remains short compared to most boys his age, but he keeps it slightly longer at the top where he flicks his head to keep it in place. He has naturally light tan skin, with no blemishes to be found. He has big and bright blue yes, but you usually can't tell because he is always squinting. His eyes are framed by thin eyebrows, much darker than his hair color. His nose is slightly large, but it's almost unnoticeable. He has incredibly thin, almost non-existent lips that frame his white, slightly crooked teeth.

His height is staggering, towering over everyone at 6'5''. Despite his scrawny appearance, he is incredibly strong from his daily work out routine. He likes to keep his deceitful body type; He always prefers to have the element of surprise on his enemies. His usual outfit consists of black pants, and a long sleeve blue shirt. If he is forced to attend a high class event, he will wear a jacket with extreme padding in the shoulders.

If you are familiar with Lysander, then you probably have appeared in his signature Black Book. It's a book he uses to write his observations about society and/or specific people. He keeps massive amounts of details in this tiny collection of document, and he wouldn't have it any other way.
Lysander is aggressive, rough, and almost cruel to anyone he doesn't trust. So, that applies to almost everyone. If you do work hard enough, and he notices, he will begin to let his guard down. When he finally lets you in, he is still aggressive, but his cruelty is replaced with sarcastic remarks and occasional smirks.
Although he is incredibly hard to deal with if you are on his bad side, he is fiercely loyal to anyone that needs protecting, he is assigned to be with, and/or is losing an unfair battle.
Although he loathes the Capitol and all of it's artificial fluff, he adores the Hunger Games. Born and raised in the Capitol has given him a healthy blood-lust that keeps him sane surrounded by the dimwits. He almost resents his parents for not living in any of the Career districts. The thought of going into the games and winning always fills him with a rush of ecstasy. But alas, his parents were also born and raised in the Capitol, so there was nothing he could do.
Although he has an incredibly tough exterior, Lysander really loves his parents. They are the only one's who know it however, because they know how Lysander is and wants to be seen. His parents are the only ones so far in his life to have seen him smile. Not a smirk, not a nod, a full on show-them-your-teeth smile. Lysander knows this, and wishes to keep it that way.
Being a tall, attractive young man, Lysander has had many offers of dating at school, in the square, even notes left near his front door. Yes, he did return the feelings of a few, but he knows how important it is that he not get attached to anyone, so he never lets them get too close. Some girls have been seen crying their eyes out after a brutal rejection from Lysander Sheen. They were so heartbroken, they even let their make up run.
He knows it's cruel. He knows he is probably not the most liked person in the Capitol. But he also knows that it is for the best.

Lysander was born into the usual wealth that follows citizens of the Capitol. So of course, he was exposed to the gore of the Hunger Games at a very early age. Only when he turned five did he realize what was going on in that large colorful box called a TV. He found himself drawn to the blood baths, the final kill, and even the accidental death a poisonous berry brought.
He loved it.
He also loved discipline. He never got into any trouble because the first book he learned how to read was a book of laws written by Capitol officials. He adores the rules, and enforcing them. Until he was twelve, he thought he wanted to be a Peacekeeper when he grew up.
Until he received a better offer.
When Lysander turned twelve, the Capitol recruited him to be a spy. His job was to eavesdrop and follow selected citizens of the Capitol who were thought to be suspected of betrayal. He wholeheartedly jumped at the opportunity, but even then he waited until he got home to show his teeth.
Ever since, he has been a Capitol essential. He has successfully brought in enough evidence to arrest 73 traitors, which has earned him a special reserved seat during every Hunger Games event. Although he adores his job and his assigned seat, he still craves to leave the Capitol and explore the rest of Panem. Some nights, he dreams of visiting a Career District and having an opportunity to compete in the games. But as soon as he reaches the Arena, he wakes up.
"One of these days, I'll take a step onto a train, and see the world. I'd kill to to take that step.
Comments/Other:
I have a plan for this character, but since it involves jumping districts, I'm going to put it in here. I'm hoping to get a partner in this so Lysander will have someone to talk to, but I would love for his spy abilities to go outside of the Capitol. Maybe his job requires him to disguise himself as a citizen of different districts to lure people to admit to illegal activities, and he turns them in. Of course, even though he's a bit of a douche bag, he does have a heart, and I think a great way to show that would be to put him in situations where he has to choose between following the rules and completing his job, or saving a starving family of six.
