Missions filled with desperate souls

I arrive in district twelve on the express train. I am still fuming as I descend onto the paved streets of the good part of town. Why can't Mark give me a harder mission for once? He's always so intent on keeping my out of the more dangerous rescue missions. Heck, I recall the argument I had with him over it as I heave my baggage over my shoulder.
"If people in district twelve want to leave all they have to do is slip under the fence! It's not that hard! Why do I have to help them? You could use my help in the harder districts! I'm sick of doing the easy work! Your newest recruits to our cause do more harrowing work than I. I am not a baby! Stop coddling me!" He's the love of my life, but he's got the attitude of a mule.
I scowl as his response reverberates in my skull. "It's not open to discussion. Just get on the train. You're lucky I let you do any field work at all. I could have you locked in a room where you could map out the strategies and procedures of escape. Take it or leave it."
Oh, and he's the leader of this whole shabang, did I mention that? So I had to glue my lips shut and storm out without argument, otherwise he'd be all to happy to put me in a room, although I wouldn't go easily. He knows how violent a fight I put up.
I return to real life and I'm nearing the hotel in which I'm staying. I'm supposed to meet someone here. I walk through the doors into a decent lobby.
I wait for someone to come up and give me the signal, "There's not a cloud in the sky, but I just know that it will rain soon."
I know. It's a stupid code, but it works.
