ANTI-UPRISING OFFICIAL REPORT
DISTRICT III
DATED. 1 / 26 / HIDDEN

OPENING NOTES:
As this is my initial report and I have yet to be issued a proper scribe to record documents I shall take the time to write it personally.
Until such time that one is appointed to my service I shall continue to record all such files.
All of this shall be done under the current alias Edgar Wright, for obvious reasons.
DISTRICT I I I:
The current status of District III is average; however as the games are starting soon the district is suffering from logistical problems. The trains and hovercraft often used for transportation of goods are tied up in preparation.
The current production of electronics is in a surplus currently but a lack of graphite will likely see the district some hard times to come.
There is also a notable rift between the population; namely the split has formed three classes.
Wealthy: namely the factory owners or entrepreneurs in charge of production.
Workers: the worker class is numerous and there is a general anger over the state of things in the factories, along with wages, safety and such.
Vagrants: that is, the homeless, currently they are perhaps the most bountiful in numbers which are made up of laid of workers, the generally homeless and other assorted persons.
This rift is something that should be kept in mind for times to come; with proper motivation both the workers and vagrants can be compelled to our side and can serve as a valuable pool of man power.
On another note I am currently unaware of the movements of the Uprising; it would be a good idea to send a spy to the district in the near future.
The current mayor is Aaron Forge; he is relatively powerless as the district is dominantly run by the industries and factory owners.
The Peacekeeper presence is large as to deal with the population; they are strict, but while they are meant to represent Capitol power, many are subsidized directly by the industrialists.
HEADQUARTERS:
Currently I have set up my base of operations in the Ryan Ironworks (for further details, see the transactions section) which also serves as the center for current business ventures.
Part of the finances sent to me were invested in the acquisition of the Ironworks; I feel this was a wise decision as it allows a place to organize, mass fortune and further more serve to store documents such as this,
Furthermore the Ironworks are a large facility and fairly isolated.
PERSONAL STATUS:
As the lead representative of the Anti-Uprising in District III, I feel it is appropriate to keep an update on my current state.
For the time being I am quite well; previously I lived on the streets but now I call the Ironworks home.
The work I have been doing has kept me in good health and the writing of these documents has allowed me to keep my penmanship in good quality.
My young friend, who for the time I shall identify as Lydia Monarch, lives in the Ironworks with me. She is unaware of my connections to the Anti-Uprising and I prefer it that way, at least until she is old enough to properly join on her own accord.
Though there is a small thing going around, flu or such, I’ve kept well enough for the time.
BUDGET:
~PRIVATE~
The promised finances have been received and put to good use; for the time the budget estimate shall remain a private matter.
However, it is fair to say I believe I have put the money to good use.
The following section will expand on the use of the budget supplied.
TRANSACTIONS:
The first transaction to be discussed should be the acquisition of the Ryan Ironworks.
While one would imagine such facilities would cost a great deal, the Ironworks had long ago been abandoned, it took some convincing of two sources to have the Ironworks put into my hands.
Norton Bey, a factory owner in the local area owned the abandoned facilities. I had worked for him in the past and knew he despised the Ironworks as it was a drain of resources and he had little intent to reopen them.
The Ironworks closed after a boiler explosion devastated the facilities; it cost Bey a great deal of his manpower and even more to restore it.
With the offer of a fair amount of finances I was able to convince him to sell me the structure; however, there was still some more work before it was official.
To make it official I had to convince the Head Peacekeeper Eugene Flagg.
Now Flagg was a man who could be brought over to ones side with the proper ‘persuasion’; of course I mean a bribe of sorts, however at least to comment on the character of the man, Flagg is known to take other forms of persuasion, and has even be said to be impartial to the gender, though I have to much dignity to resort to such.
With some more funds allotted to gain a permit and proof of ownership, I now owned the Ironworks.
Following the purchase of the facilities I also put forth a reasonable amount of funds to restore it.
My hope is that I can convert the Ironworks from their former use to a new one, and from there create an independent financial support.
Hopefully this would allow the Anti-Uprising to allot funds to other districts, and perhaps even add to the treasury, or such.
The current direction of the business is not yet sure, but if I have any hope I’ll need a career in something without a lot of competition.
Besides the above I’ve also chosen to invest in munitions; actually, these munitions are simply being stored. In an agreement with Flagg, part of the factory has been set aside for storage, namely munitions and uniforms but other things as well.
At least with this in mind, I can document that which is stored and perhaps such can be put to good use.
These are all major transactions; smaller ones include the obvious purchase of provisions and fuel to run the factories heating system, otherwise though the above encompasses all purchases.
THE CURRENT HUNGER GAMES:
As all of you are currently aware the reaping for next Hunger Games has taken place.
Jeremy Houser is the District III tribute; while I don’t know the boy I suppose it is better I should wish him luck for the trials to come.
Depending on his status later on through the games I shall consider raising a donation of sorts; it will not be with my allotted funds but I do feel it’s only appropriate to support an ally in times of need.
More as this develops.
CLOSING STATEMENTS:
For the most part that is my report; I have covered all the immediate issues I can think of and have done so all by hand; I feel it is time to begin closing up.
I am sending a copy of this report to my peers in the Anti-Uprising and I do hope to receive review.
I do not know when I shall next be able to send another but do be calm in that my loyalty and friendship goes out to all my allies.
