Elliott Spencer Quinn is his full name. The only person he will allow to call his anything else is Noelle, his sister, who calls him Eli

Appearance:Elliott's 6'1" frame with his slender, slightly toned, 170 lb. body suggest that he is quite healthy and in shape. Although he is six foot one, which is neither incredibly tall, nor incredibly short, people would think he is taller because he walks with so much poise and confidence. His wavy blond hair, which he always keeps tame with a beanie of some sort, goes down to his eyes, making it difficult for him to see at times. Large blue-green eyes spaced equally upon his face tell a story of joy, sadness, and heartbreak all their own. His nose, broken once is a fight, sits on his face crooked and awkward and makes a slight whistling nose when he breathes with his mouth closed.
Elliott is not overly attractive, but by no means is he ugly. His best aspect, which he uses to make girls fall in love with him, is his smile. Flashing his pearly whites and giving a sly wink can charm the pants off of any girl. Like most people in District 4, his skin is deeply tanned from the time spent in fishing and swimming in the sun. His tan skin and sleek muscles, although not quite as dazzling as his smile, seem to make girls swarm to him when he shows them off on the shores of the ocean.
If you were to ask Elliott what the worst part of his appearance was, he would most definitely say his feet. From heel to toe, his feet are nearly thirteen inches long. When barefoot, you'll notice that straggly strands of hair protrude from each toe. His toenails, grungy and disgusting, never can stay clean. This is why you'll always see Elliott wearing a pair of close-toed shoes, unlike the regular sandals all the other kids seem to wear.
Personality: The trait of confidence, and at times, over-confidence, seems to shine for Elliott. He always seems like he is sure of himself in everything he does. Unfortunately for Elliott, this high confidence level is sometimes perceived as arrogance or cockiness. Also, his assurance has gotten him into all kinds of trouble, such as fracturing his wrist when he tried to prove to his twin brother Simon that he could jump off a rock cliff into the ocean, or maybe the time he broke his nose when he was sure he could win a fight with a burly seventeen year old. Whether it be good or bad, this trait is definitely most prevalent.
When it comes to flirting, Elliott is a master. He knows exactly what to say to a girl to make her feel special and melt into his arms. Even though Elliott has dated many girls, he is often asked if he is homosexual, to which he always replies, "If I ever loved another man, and he loved me, I would date him. It's as simple as that. If that makes me bisexual, then I guess I'm bisexual." As you can see, he is very comfortable with his sexuality.
Because he lived in Panem, it is very dangerous that he is so candid about his feelings toward his nation. His spiteful remarks, whether they are made at school, home, or in the streets have rewarded him with many after school work sessions, several stern lectures, and even a beating or two. He can't help it though. He hates his nation that much.
Lastly, Elliott is very protective over the ones he loved, especially Noelle, his thirteen year old sister. Noelle trusts him with her life . Noelle's life is in very sound hands, because her brother would die before anyone or anything could even lay a hand on her.
History: Elliott and his twin brother Simon were birthed under normal circumstances to Josie and Ethan Quinn, a happy and loving couple, to which Simon came six minutes before Elliott.
Nearly two years later, the family was blessed with another bundle of joy, the youngest Quinn, Noelle. Immediately, there was a special bond between Elliott and Noelle that no one really understood. By the age of three when Elliott could utter small words and sentences, he was always asking Mommy if he could see the baby.
When Elliott was starting his first year of school, he and his brother were dared to stay overnight in the school, to which Elliott immediately and Simon reluctantly agreed. The boys, knowing the various rumors of ghosts and goblins, were not surprisingly, scared when they first heard the moans echoing in the hallway at nearly ten P.M. The boys bravely searched for the source and made a silent gasp when they found it. They saw the headmaster of the schools, naked and doing strange things to a year eight student named Trixie, who was also nude. Trixie was pleading and screaming, shouting things like, "Please stop!" and "You monster!" The boys ran home, unnoticed.
The yelling and punishment from their parents didn't seem to phase the upset boys. All they could think about was what that man was doing to Trixie, who as a matter of fact, was found murdered in the school the same day. Josie was distraught, knowing her boys were at the school and knowing it could have been them in Trixie's place. She asked the boys if they saw anything, and the boys told her everything. Josie tried to tell the head Peacekeeper, but he had a hard time believing a woman who was told this by her two six year old boys. The head Peacekeeper also happened to be good friends with the headmaster. The case was officially left unsolved and the headmaster got away with rape and murder. The boys were left with a scarring memories that would haunt them forever.
Things were pretty normal for Elliott then on until one day when Elliott was at the beach. Thirteen year old Elliott was taking an early morning jog when out of the corner of his eye, he saw a girl flailing in the water. Being the only ones on the beach, Elliott knew it had to be him to save the girl. He ripped off his shirt and beanie and dove into the water. The girl was not heavy, but the pull of the tide made it difficult to pull her to safety. When he finally got her to safety, he realized he recognized the girl. Her name was Caroline McReynolds, and she just happened to be Trixie's younger sister.
He decided to stay with Caroline until she was feeling better and could take care of herself. When she finally seemed to regain her senses, she did something very spontaneous and unexpected. She stood up, kissed Elliott full on the lips, and whispered into Elliott's ear, "I believe what you said happened to Trixie." before running off back into the city. Since that day, Caroline has been the only girl Elliott acts nervous and stupid around. Saying this, Caroline happens to be the only girl that doesn't fall under Elliott's spell, which sucks for Elliott, because he thinks he might be in love with that blue-eyed, blond headed wonder.
