Creating Plots

Hi!
I was wondering if in the Character Plots board I was able to make my own special kind of plot. Such as the Candy Plot in the Capitol or the one Rook is doing with the comas and stuff. Is that allowed for me to do or can only staff do that? Or do I need to run it by you guys before it's okay or can I just go right ahead and make it? In case you're still confused, it'd be a plot where I do not have a character involved, I just make the plot. Then I ask people to join it and then they have either pass a certain amount of challenges and may or may not die depending on how they react.
