Warren is a small boy, and has a slim frame, with bright, light green eyes, and light brown freckles running across the bridge of his button nose and under the purple coloring beneath his eyes. He has long, feminine eyelashes, a pointed chin, bright white teeth, and a mischievous smile. His skin is pale, and his light brown freckles persist all across his upper chest, back, and his neck, with many fewer being found all across his body. His long brown hair falls in clumps over his eyes and down the nape of his neck, which Warren often feels the need to tie up. His smiles tend to curl the left end up his lips up, as if he is triumphantly glistening the meaning behind some unheard joke, regardless of what features or emotions are actually playing on his face.
When Warren smiles, people tend to notice little else about his appearance. He is not exactly a 'handsome' lad, but his appearance is 'cute' in a youthful sort of way, and the way he looks generally has it's own appeals, so he not quite oft ignored by the fairer sex of his district. He is lithe, with quick reflexes and a build suited to acrobatics, being lean muscled and having energetic movements which, despite their swiftness, seem conservative and well thought out. His small stature also helps supplement this particular impression of his physical characteristics. Be it scaling the tall trees of his home district, or moving deftly through a crowd, Warren seems to have a knack for movement, always grabbing the right crevice or moving at the right moment to see him through to precisely where he intended to be.

Please, call him Ted. That's what everyone calls him.
Warren is likable sort of person, bright and cheerful in his disposition, usually smiling that remarkably, alluring grin of his, having a talkative and friendly disposition. He's not a hard sort of guy to get along with. Affable, gregarious, and typically well-meaning, Warren does the 'down to earth' stereotype of his home district proud. A patient boy, it is almost annoyingly difficult to get a rise out of him, or even really bug him that much, and his sunny temperament is unwavering to an adamant degree. Hardworking and loyal, "Ted" (as he prefers to beckon to) does well in home district, being honest and not afraid to get his hands dirty, traits which do one good in the blue-collar lumber industry of District Seven.
But none of this means that Warren is a stupid sort of man. Nope. While he may not be a prodigy or an 'autodidact,' or any other sort of person one might find intuitively fascinating, Warren is head and shoulders above the rest in the often times unremarked upon realm of 'common sense.' While that may not seem like something to write home about, it is surprisingly useful and unyieldingly practical. Warren is often the first to notice things which others do not, having an inborn gift for perception and observation, which allows him to easily make inferences others cannot. This, in addition to an uncommon talent for the arts, make Warren a startlingly gifted (and often times unpredicted) individual in terms of lateral thinking.
Does Warren have his flaws, same as anyone else? Of course he does. He's only human. The thing about him though is that his flaws just aren't that dramatic. Panem is an odd place, filled with strange people and occurrences, and hell, even stranger wigs, but as common as misery and despair and heartache and angst all is around the dystopian nation, Warren is a guy who is startlingly... average. He didn't kill his father then find out he accidentally married and slept with his mother, he wasn't beaten within an inch of his life as a child, and he certainly never lost a limb to some tragic accident. Warren is just a normal guy, with a normal life, normal interests, normal hobbies, normal secrets, and normal motivations, and he'd likely be a very proud member of Hufflepuff House. He's just your average fourteen year old boy more or less, witch I suppose would make him, on a curve, a whole lot better off than most of his countrymen and women.

Remember that part about Warren never having slept with his mother? It's true.
Warren is one of the younger of several children in his closely knit family. His parents are just as couple of average Joe's, their marriage is a happy, healthy, and best of all, relatively stable one. He and his older and younger siblings bicker, but no more and no less than is typical of a family that size. Their situation is not desperate, or even very bad, really, and the family's members still love each other unconditionally. In our world, they are normal people, but in Panem, they are weirdos of the very best kind.
When he was younger, Warren was shy, timid, and quiet, and rarely wanted to get out of bed in the morning, so it is safe to say he was pretty much the opposite of the person he is today. Since then, he's learned to come out of his shell more, and then some, finding that people and being in the spotlight are not really things to be afraid of, even if Warren does not go out of his way to seek them out. He's a very endearing person, and he always found, to his surprise, that his sense of humor and outgoing persona made him one of the more popular kids at school. He always kept good grades, and was generally easy going and friendly enough to earn the amity or at the very least respect of pretty much everyone he's ever really met. In a crapsack world like Panem, being a nice guy gets you far in normal, day to day living.
Like just about everyone else in the district, Warren learned his craft at an early age, finding the carpentry much more enjoyable than the hard toil aspect of the trade, as it allowed an outlet for his creative flair. Still, he'd much prefer drawing or sketching to even that, which is not an unreasonable hobby in the district which produces paper and stationary for the rest of the nation. He's become quite good at it, and his siblings often ask him to sketch them pictures of themselves, their friends, or even their favorite landscapes, or a particular memory, which is often the case with his parents, recognizing, utilizing, and encouraging Warren's talent to the fullest, and Warren himself is more than happy to oblige. In the world of the districts, one has to find creative ways to entertain one's self, and that's exactly what Warren intends to do. (and he's grown quite successful at it, as well, I might add) Indeed, Warren's pictures are always visually stunning, and blindingly beautiful, each in it's own unique way.
Because that's precisely the way Warren sees them in his mind.
