Wanted: Rival/Romantic Interest (District 2)

Hey there! I'm CM, and I need a character to fit into the storyline of two new characters of mine. I'm writing twins Oracle (girl) and Reiyd (boy) Miller, from District 2 (I know my bios currently say 3, but I'm in the process of updating them).
I prefer someone with writing and roleplaying experience (not necessarily on this site) to play the following character, but as long as you write things in full, grammatically correct sentences I don't even care that much lol. Feel free to change anything not marked as important. I want you to have as much fun with this character and to be as creative with him as possible within the guidelines of what I need for my own plot. The bio will be in green, important parts of it in bold red, and miscellaneous notes (in orange and parenthesis).
Name: Taylor Sayer (If you're set on changing this for whatever reason, PM me with the name that you want to use and I'll change it in my own bios.)
Age: 14-15ish (His age needs to be comparable to the twins' age.)
Gender: Male
District: 2
Appearance: Whatever you want, I don't care.
Personality: I imagine him as snobby and arrogant, but that's not really a must. He definitely has to have conflict with the twins, though.
History: His mother is a widow and has been ever since he can remember. He never met his father. How his father died is purely up to you, if you even want to explain it.
Oracle and his mother are very good friends and Oracle is often at his house helping her out. Though he and his mother get along very well, with him taking care of her however he can (she's in her late-forties, early-fifties), most people in the community just don't understand her. With the exception of Oracle, pretty much everyone thinks that she's just a cranky, crazy, mean old widow. They just can't see past her crude manners and annoying eccentricities. They can' t see that she's really not a bad person once you get to know her.
Oracle and Taylor were lifelong neighbors/fierce childhood rivals (with her trying to make amends, getting ticked off with him, impulsively acting on that anger, and making him even angrier with him, causing her to be angry with him all over again) ever since the window breaking incident (in her personality section). At 14/15, Taylor already has an impressive romantic resume. He's been in one relationship after the other since he was young (12ish? idk) with most of them ending in the girl's heartbreak. Reiyd and Taylor never took much notice of each other until recently, when the three of them were all apprenticed to the same blacksmith. That's when Taylor started seeing Oracle in a romantic light (though now she's at the point where she just wants nothing to do with him). Reiyd notices the way Taylor looks at his sister and he doesn't like it; he's very protective.
Other: I'm sure that Taylor has plenty of skills, and he's probably trained, as he's from District 2, but I would prefer him to not be skilled in archery, knifethrowing, or woodcarving. (These are some of Oracle and Reiyd's skills and I don't want the bios to feel like copies of each other just because the characters are connected.) Anything else (that complies with the rules of the website) is fair game.
(Note: As I said before, my threads are not fully updated yet, so some details are subject to change, though it may be mostly or fully updated by the time you're reading this. Specifically, I'm in the middle of changing their district, along with corresponding details, in order to better suit their lifestyles. Again, feel free to take creative license here. Anything not specifically mentioned, or anything not in red should be doable. If you want to write something earth-shattering that your sure will change a lot about him, please ask about it first.
