Down with the ship--District Four

This is Andrew Chandler.  He is my first character and he lives in district four.  His bio is here.  In short, he is a seventeen year old depressed has-been surfer who has turned to morphling.  I would really like to roleplay this character.  He could use some friends in the drug scene or family members.  It would probably be good for him to have a friend or something who isn't an addict.  I'm really just interested in rping and any of your suggestions or characters would be very much appreciated.
