Loki IS Desperately Seeking Threads {The Capitol}

He is a a Capitolite, with ambitions to be a gamemaker - don't worry, he is happy to be an assistant one at first. I desperately wish to thread with him, so I am putting him out here in hopes of captivating someone's attention. He needs a friend/party monster, or a boyfriend or, even better, a mentor type to help him along with his goal of becoming an assistant gamemaker. All three in one? Or perhaps he should start somewhat smaller, as an escort, maybe? Possibly he's been involved in something that a peacekeeper is sure he did but can't prove? I would be interested in any plots where I can play Luci - whether an open thread or 1x1. Anyhow, I hope someone out there likes him and wants to thread with me with your Capitol character(s).
