District life has always been a little shitty at the least in comparison with a capitolite's, whether it be because of poverty or reapings or just the mundane style. Many lives could be saved in the district eyes' with just a drop of the Capitol living style, the food, the dreams, the beauty, all somebody could pray for, right? In the midst of district six there was a community, bounded not by neighborhoods or family, but a drive: that taste of luxury that comes with just a second in the Capitol. The goal of just being able to filter opportunities of a new life, their new life, out of the air. It was easy almost, to escape the bounds of their old lives and to run to the capitol for whatever reason, because that new horizon was out there. Murderers, diseased, dreamers, they could all become the aspiration dug deep into their veins.
And when they made it to the Capitol it was easy to forget that the new sheriff in town was an alleged murderer and that tiny girl without a voice had a chance under the cloaks of their illegality. They weren't real Capitolites, and those who run from their districts and get caught are avoxed before morning, but they watched for each other. New sheriffs covered for their band of runaways because their sins bonded them together.
Each of them were like a blood transfusion to the body of the Capitol though, they were foreign. They didn't belong.
Sins held them together up until the death of Ophelia Forester. She was one of them, Ophelia, and her death broke those fragile, rusted bonds. There was no trust among the group, the wronged were ignored and the strong protected themselves, there were sheep in wolf-skins and wolves in sheep-skins, and they both lied the same.
And a band they were no more.
Astrid Winters (snow white) played by [pepper. ]:

Despite the rest of her family being nearly all murderers, thieves or deceased by the time they were eighteen, Astrid always dreamed of being a peacekeeper. To bring authority where it needed to be, to actually be worth the help to somebody, it was her goal since she was a kid. She always convinced herself that her siblings were worth the benefit of the doubt, and when she was a peacekeeper she could actually bring peace to her family for once. Astrid would never actually accomplish it though, they'd never take the help nor would she be able to help other families as long as she was with them. The Capitol though, it promised her that chance at becoming the Ms. Winters she always dreamed of, and for a while she let into the facade that she'd be a great peacekeeper. Though, with Ophelia's death came the doubt of "couldn't even protect one person." How can she even save anybody?
Bigby Blackwolf (the big bad wolf) played by [@fabulousraven]:

Weary eyes fall on him for a reason, because once upon a time he wasn't always a sheriff. Before the years of frown lines and empty cigarette boxes lining his trash can, Bigby was known as a waste. The alleged murderer of Neville Hardy, the boy who cried wolf and got him too. Many people wanted him locked up before the murder too, mostly due to him being an asshole. After the move to the capitol barely anybody liked him either, only because he was supposed to keep them safe. Bigby became a peacekeeper in training, and this meant he was good for as long as he held up his job. Ophelia's death meant one thing about Bigby: he was a murderer and he was a failure.
Cendrine Lynette (cinderella) played by [Will]:

District Six gave Cendrine everything: a full life, a handsome husband, and a handsome bank account. It was everything she could ask for, enough money to carry her into the afterlife of bliss. As a child she had made a checklist to her fairy tale ending, and so far she had gotten everything but two. She had the man of her dreams, but she would never get the house of her dreams. She'd never be surrounded by the beauty she lived for as long as she wasn't in the capitol. That elegance was the only thing left she craved like the beauty seeping from her skin as she reached her fifties.

"The drug abuse was brought upon after the death of her husband," they say. A drop of her drug gave her visions of ghosts to Tala Tansy, spirits who occupied the empty of her floorboards and made it seem alive. Gave her a reason to not feel lonely, they'd chant her name with every step she took. One day, she was visited by a soul, Penelope Conry. She asked too many questions about the death of Mr. Tansy, brought up too many bitter ends. Tala drove a screwdriver right into her forehead, that's one way to get rid of a bad spirit. But her body never left, drove Tala to insanity it did. "She did it again," her husband said to her, "she'd get arrested this time." No. She had to hide, hide the proof that she ever lived and she had. When there's nothing left you must light yourself on fire, and she did. Tala burned the evidence, herself and Penelope. Her face was morphed to nothing more than unrecognizable scars and a pair of eyes she hid behind a hood under the name, Dahlia. Hid away from her home until she was left with the prayer of leaving, and to the capitol she went. These words were only muttered by Dahlia to herself, and whatever truth were burned into them, not even she knew.
Elodie Chesire (alice in wonderland) played by [heather - d2 [mylee]]:

Always a peculiar irl, Edolie's existance was shadowed from most of the district. Frederek said it''ll ruin her, the cruelness of the world will spit acid on the innocence of her spin. Instead, she was locked inside for forever and ever until she almost felt like her life had doubled infinity. For many, Edolie Chesires never rang a bell, and to young Edolie Chesires, it barely rang one either. She was narcoleptic in district six, but in Frederek's words she was just useless. Pathetic, over imaginative. Her night terrors were his impossibilities and she watched the world of the shadows play out alone. Because alone was all she ever had.
Frederek Chesire (the jabberwockey) played by [open]:

Described by many, Frederek is a frustrated man. His wife of long term cheated on him, left him for a richer man who worked at St. Elliot's, while he worked on a bar side betting on poker. Most people wouldn't describe him as a father, because most people didn't know that he is a father. She looks nothing like him, Edolie, blonde hair, blue eyes, tiny, she was her's and his's and not Fredereck's. He could tell, and he hid her as well as he could like any other accident. There were the blackmailers though, the bitter white hearts against him. They held it over his head for money, or favors and he'd swallow their requests down to feed his paranoia. In the capitol he'd do the same, whatever it took to hide Edolie from view.
Illiaria Luedeckling (rumplestiltskin) played by [k!ah]:

Back in district six she was a conman in the easiest ways to describe her job, and almost everybody knew she was a conman too. It wasn't that she would con everybody, even though she tried - and damn did she try - it's more of how she conned everybody. The blackmails, the threats, she could get almost anything she wanted by just offering a little assistance, and she couldn't be caught because she didn't have a name to get caught by. If Lue had it her way, she would've never left district six. Only problem was, there weren't enough suckers to go around; too many people knew about her - couldn't say knew because "they ain't know nothin'". Capitol, though, she heard all about how blissfully stupid those fashion ignorants could be, and hell, life ain't nothing if it ain't worth the coin.
Kingsley Palley (prince charming) played by [arx!!]:

Growing up, Kingsley was always your typical fuckboy; prancing around dreaming he was a player, his weak drive on his mind while the world passed him up. Never did he fall in love, he prevented himself from it, thought it'd only stop him from moving on to the next greater girl or guy in his life. When he finally made it to the capitol though, he brought his "next greater thing" to life: Palley 'n Tally Brothel. Raised it from the ground up himself and he felt like a world class business man, he drove Ophelia and Lucella off the streets along with less friendly faces. He finally found that special something, because he was helping people, giving them a place to go, while also helping people into his pants at the same time.
Lucella Acheson (the little mermaid) played by [анзие (Anz)]:

Lucella never quite found her legs on the ground; instead, she always had her head full of sea salt or in the sky trying to chase her dreams. A heart full of pearls and a whole oyster of a world for opportunities, but her compass was always set on the Capitol. The lights, the stars, the forever, she always wanted to be an actress. In her large family she was told she'd never be one, that she was just a mute and she'd always just be a mute. Lucella, though, she knew she was different. And she thought she was when she made it to the Capitol, when she felt the surges through her veins like lightning and knew she finally arrived. It only took a few weeks of dreaming to realize she got her head stuck in a thunderstorm, she had no house, she had no family. Kingsley found her in the streets, and with his "what a waste of a perfectly good face," he brought her in. Gave her a job as an escort, treated her when she got back like a whore, but he got Lucella another few months in her life that Astrid or Bigby never helped her get. Another few days she had to make her dream, another few hours to be on the verge of success.
Mavaella Delacroix (maleficent) played by [Ember]:

Before moving to the Capitol, everybody saw her as rude. People saw her as rude, bitter, snarky, bitchy, because often she was. Mavaella took kindness for granted, she was supposed to be cared to, not kissing at the ankles of other's for a half-assed "thank you." Her father taught her that, before he was beheaded for being a 'criminal' he taught her that she deserved every compliment in the world, and that she wasn't weak. That Mavaella is kind, but not weak. Hartley and Lue and Kingsley and Lucella, they knew this first hand because Mava protected them like she protected all those who were wronged in their new life like she wish she had protected Ophelia. Astrid and Bigby were weak in her eyes, only out to save the ones they aligned themselves with, not the good of everybody. They cared for the 'whole,' not for the broken. Astrid and Bigby didn't protect the weak, they were the weak, and through sly care Mava would tear them apart.
First off, I'm pretty aware that some of these names are shitty, so feel free to shoot suggestions on name changes since I can't force the name Luedeckling on somebody. Secondly, if you guys want to modify any of the character ideas feel free! I love seeing what you guys come up with and in the end they character you apply for will be your's and not mine.[font size="1"][blockquote]
