Looking to join a group home/orphanage plot

So I'm obsessed with Sia's mv for Elastic Heart and couldn't stop myself from creating a character inspired by it. I don't have any idea which District to put her in as of yet and was wondering if anyone has an active group home or orphanage plot they'd let me join? Basically, her fellow homeless "caretaker" has just been sent to the Detention Center and I need some kind of government sanctioned facility for her to live in. She's never lived in a house before or been in school and I have lots of ideas that I think could be really interesting, so someone take her in, pretty please? <3

Also, if anyone is as obsessed as me and wants to make Bear, feel free to let me know! I know adult characters and plots involving abuse aren't people's favorite/general idea of fun though so. The FC wouldn't be required to be Shia, but y'know. He's also flawless in this, even if he is 10,000 kinds of cray irl. :P
