Update to Volunteering Rules

Effective as of the 69th Hunger Games (and for all subsequent Games):
People who have threaded with the tribute who stepped down or did not post will be given preference during volunteering if they post within the first three hours after volunteering opens.
For example:The characters Charlie and Dennis have had at least one thread together in the past. Charlie is reaped, but steps down. When volunteering opens, Frank posts to volunteer first, and Dennis posts to volunteer an hour or so later. Since Dennis and Charlie have threaded, Dennis gets the volunteer tribute slot instead of Frank, even though he posted later.
This rule change intends to make the Games more dramatic for the volunteer and the character who stepped down, add a little bit of realism to why your character would want to volunteer to go off to their death, and, most importantly, will encourage more RPing with more people.
How it works:
- Volunteering will be posted as normal
- If you are volunteering and your character HAS NOT threaded with the character who stepped down, post your volunteering post as normal
- If you are volunteering and your character HAS threaded with the character who stepped down, post your volunteering post with an OOC note that states they've threaded before and includes a link to the thread.
Precedence no longer applies outside of the three-hour window.
The thread between the character stepping-down and the character volunteering must have taken place before the reaping/activity check closed.
