Appearence: Tobias is a strong guy who could lift 100 pounds with relitive ease. He has many scars from when he was a child but the main one is the one on his face which stretchs from his left temple all the way across his face to the right side of his chin
Because he did lots of training for the hunger games he has a very bulky body but his legs are bulky as well so this makes his very quick and he can run a fair while as well.
However he does have some problems with his ankles because they are weak. He has jet black hair which is always in a mess and has piercing blue eyes. he stands about 5 feet eleven inches.
Personality: He has an unusally high
IQ and this makes him really manipunative and controlling but he hides this under a facade of happy and socialable.
Because his parents and his guardians were murdered he is a sociopath and he can kill with reletive ease.
He reads alot and has next to no sleep because his brain is active all the time, in school he has many friends and has had many girlfriends.
History: He was born and raised till the age of 5 in Britain but when he was 5 his family and him were held hostage for several weeks but after 2 weeks of relentless torture his mum escapes and attacks the culprit he kills her but drops his knife and because of this Tobias takes his chance and stabs him he tries to release his dad but finds him dead
After this ordeal he was sent to his dad's sister in Panem after he was sent there he met them and her husband was the mayor he grew up with them and when he was told about the hunger games he didn't understand so the mayor taught him about it but what Tobias didn't realise was the mayor was teaching him stuff so he could be in the hunger games and win.
However when he was eleven his aunt and uncle were killed for crimes against the Capitol he still does not know why after that he was taken up by a neighbor and looked after.
