First of all, you will get notified from my post in this thread, and all posts made in a thread after you have posted in it. Near the top right hand corner of the site, under the Login/Logout link, is a little button that says "Participated". If you are logged in, you can use that button to view the most recent threads you have posted in and who was the last to post in them (and when).

As for your other questions;

What do the posts in the Hunger Games mean?
These posts are In Character responses that members of the site have written. They deal with the particular character that a specific member is writing, as well as the interactions they make with other characters. There isn't a specific meaning to them, but they represent a characters actions.

How do I participate?
While there are Hunger Games roughly every four months, there are times in between them and people who are not involved in them. The best way to participate is to start off creating a character and then roleplaying them. In this case, this site is a text-based role play, meaning that members write out their characters responses to things rather than selecting actions in a videogame. Once you have created a character and had it approved, you can then create a post in their district.

Where am I?
If I am correctly understanding this question, I believe you are referring to your distict assignment. On this site, we don't place people into districts. As well, each person can create a unlimited amount of characters - within reason - so you are not stuck only working a single character. Each character can be placed wherever you wish them to be, so long as their history matches with that district.
