Hey Kire! I've taken over for Python, as I've had some training in the healthcare department and it was a general consensus that I'd be more qualified to probe some of the problems we have with this bio.

Let's start with your response to Python's original prompt, as that was the most pressing. I'm not entirely sure how old he was when he attacked his parents... 14? 12? But it currently stands that a severely malnourished and quite probably stunted child wouldn't be able to overpower one, let alone two adults. It's doubtful his jaw would have even been able to rip out a chunk, let alone enough of one to properly sever the femoral artery which would be the only possible way to bleed out a fully grown person that fast. True, it lies ~2 centimeters away from the skin, but it's tucked firmly on the inner portion of the thigh and difficult to access for reasons such as this. If anything, Snarl would have gotten a mouthful of biceps femoris, which is the most powerful portion of the thigh. It would hurt like a bitch, but he'd get his face bashed in with nothing more than a minor bite wound. Aren't the parents wearing pants? Teeth aren't as sharp as you'd like to think and even getting through the fabric would be a chore for an adult whose teeth aren't falling out due to vitamin C deficiency and general poor health.

Not to mention there's two of them. Short of him shanking one parent in a very important part of the body (say, the heart, neck, or head) with a very sharp knife, there's no possible way he'd overpower both of them.

(Before we leave this, let me also say that uncooked meat and human stomachs don't mesh well. Blood, in particular, is both irritating to the mucosal lining of the stomach and can give you iron poisoning because we aren't meant for it. Not to mention all the pathogens raw meat can give you. Yuck.)

Which brings us to my next point.

Snarl has been locked up all his life, kept separate and never talked to, never cuddled, never looked after. Children need this kind of stimulation to grow mentally. Without it, there are severe consequences. I highly encourage you to look up Genie, who was the only ever reported case of a "feral child" that meet Snarl's circumstances quite nicely. From the moment she was found, she was plagued by health problems that made it nearly impossible for her to function in any capacity like a normal child; she couldn't talk, could barely walk, couldn't dress herself, couldn't feed herself. Only after years and years of loving care did she approach anything near acceptable, and she was still prone into recessions that made it unlikely that she'd ever live without significant aid.

Snarl is almost exactly the same. Assuming he does know how to walk, he simply couldn't survive on his own. His mental growth wouldn't be sufficient enough that he'd be able to find food or shelter or even know how to properly integrate himself into a group. He'd either die of exposure, disease, starvation, or he'd try and attack another person and promptly get himself beaten half to death or shot by a peacekeeper. These districts might be poor, but they're still districts. A feral child would be noticed and dealt with.

Humans are actually pretty awful hunters as far as survivalism goes. We rely very heavily on tools because our teeth and hands are incompetent for killing as they are. Unless he got pretty good at using a knife and hitting where it hurts - which, again, mental disability - I doubt he could do much damage at all.

My last point: how does he even find other cannibals? It's not like they're advertising their presence, and I highly doubt he'd casually run into one gobbling down viscera in a dirty back-alley. They might even dispatch him theirselves, considering how volatile and untrustworthy he'd probably be. Communicating with a wild animal - and he's only a step or two above that - generally doesn't go well for anyone.

I know this is a lot, but I feel that CBD doesn't give you an excuse to be lax. I know Panem isn't the most realistic place, but you need to clear up a great many things before we'll feel comfortable with accepting Snarl's biography. I highly recommend turning it into a regular bio, as the subject matter is fairly complex and needs more words to explain itself properly.
