Quick Question - How do we decided our Districts for characters and/or Tributes? Do we pick them ourselves or is there a site test for if?

Second Question- For Peacekeepers, is there a snitch form? If there is, where is it located?

Hi there Galaxy, as for your first question when making characters the district they are in is completely up to your choice, so wherever you feel they fit best go right on ahead and make them there. Also for some clarification in case you are unaware tributes actually aren't made but instead are randomly reaped from all the created characters in Panem. If you have any questions regarding the whole reaping process feel free to ask. Now finally for your second question we do have a report form which can be found right here. I hope I helped answer your questions and don't hesitate to ask any others that you have.
