Appearance:
Iuta has always appeared strong, despite her short stature and thinness. At 13 she's slightly underdeveloped, still mostly having a child's weak, boxy frame and suppleness like wet clay waiting to be moulded. Having spent a majority of her time indoors, she has skin a light shade of cream, with pink hiding under her cheeks. Her dirty blonde hair - almost brown - falls in thick chutes just below her shoulders, sitting on an old hand-me-down shirt, with faded colours and cleverly sewn-up holes like secrets from someone else's youth. It is only on special occasions that she wears something brighter, typically a dress her mother had sewn for her birthday. Otherwise, below the shirt she wears some sort of flexible polyester pant, something her mother had learned to provide her with after a few too many rips from running and playing in the factory. Having the appearance of a typical lower-class District 8 child, she tends to be treated like family by anyone who looks the same, but treated with disdain by those more fortunate.
Her aforementioned strength comes across almost completely in her face. She's all angles and ridges, with a square jaw and bushy eyebrows like arrowheads. The girl's words are laced with confidence and protection, lips like thin twin hills atop a river, underneath a button nose that betrays her, giving away her youth. While Iuta has learned to control her round, grey eyes, they occasionally lose their hardness in moments of distress, being more expressive than she'd like. Protective though she may be, she loses her edge with those she loves, stretching her lips into a a sweet smile crinkling her eyes.

Iuta's used to her lifestyle, finding good times among the distress of near-constant work, but longs for something more. There's a part of her that's always been an adrenaline junkie, since she started climbing the rafters at the factory. That's what pushes her towards becoming a designer - the thrill of creating something new and using it to change others' lives. While she's quite innovative, the girl will never be able to push her own limits enough to truly find success with it, too caught up in her own head. But she has another dream of finding a new lifestyle - though she has no belief it could ever happen, Iuta has a secret fantasy, however unrealistic, of winning the Games to help her family find a better life.
History:
The Vo family, like many in District 8, are distrusting of the Capitol. Iuta's parents met during lunch breaks at the Peacekeeper uniform factory, where the girl would eventually spend her early days. As neither parent could take much time off work, she spent her toddler days learning to walk on the cold factory cement, and playing with dolls her mother would sew from scrap fabrics quietly slipped into a pocket. After a few years she grew too big to stay by her parents' side, yet still too small to stay home alone. Though their parents instructed them to find corners and crevices to hide in, she and the other factory children ("needle kids") spent these days learning to climb the rafters together, and occasionally, to start to do their own sewing.
As she started school, Iuta became fiercely loyal to these early friendships. Other children with designers or dress-makers for parents were significantly better-off, and made sure that the factory kids knew it. Iuta grew adept at reading signals from others, sensing when someone was doing something to subtly make fun of her, and learned to keep her guard up to anyone new. The majority of her friends from the factory banded together, for protection, and because they understood each other. They shared food with each other, making sure they all had enough. Feeling like sometimes "it's her against the Capitol world," she has been wary of forming new bonds, but stays strongly devoted to new friends until given true reason not to be.
Her bond to her family grew stronger as it was joined by a younger brother and sister, for whom she would often be responsible while her parents worked. She never resented this, a heavy burden to be placed upon a child, for she enjoyed the time spent with her siblings and always saw the exhaustion in her parents' eyes. Once they came home it was her turn to take a shift at the factory, where she gained trained eyes, skilled fingers, and a burning hate for the cycle of poverty enforced by the Capitol. Typically, she would work 4 hours a night, leaving little time for herself. She and other 'needle kids' tended to cope with this by allowing themselves to be kids while working - sewing notes into scraps of fabric and passing them to each other, whispers and giggles carefully hidden from supervisors. The next morning, they'd share homework, making sure they could each keep up with their studies, along with work and family.
While she appreciates the strong bonds with family and friends that result from her lifestyle, she is as disenchanted as a 13-year-old could be with a system that offers her people little-to-no hope of escaping poverty.
