I REBEL
In District Eleven, unrest is brewing.
For decades, alongside apricot trees and soybeans and corn, they've planted unrest. It wasn't intentional, but after so many years of neglect by the Capitol - the people who were supposed to protect them - it was inevitable. Some parents kept their children home from the Reapings, only to receive a lashing. Others stood up to the Peacekeepers and found themselves in the Detention Center. These small rebellions are important, are honored, but they merely scratch the surface.
Years ago, a rumor spread like wildfire through the District of a man born beyond the fence. They said he came and was awestruck by the buildings, by the roads, by the ease of life. He came to work, and he worked hard. But overtime, the glossy coat of civilization began to chip and what he saw beneath sickened him. When he took to the fields, instead of planting seeds, he dug. He dug so deep and so far that eventually he found himself once again on the other side of the fence. He swore never to take anyone too high profile, and no one over the age of eighteen. His smuggling operation ran for years until the Peacekeepers lined the tunnel with explosives.
They rebuilt the wall deep in the earth and Killian became a myth.
Until Katelyn Persimmon.
Her rise and disappearance has stirred the remnants of the rebellion. Between the Seventy Third and Seventy Fourth Games, Killian, Katelyn and Minerva worked to design, construct and open The Izar-Krane Home for Children, right on the outskirts of the District. They are welcoming children and help, while simultaneously building a network in the District Center. Their plan had been simple: find a way to smuggle more teens over the fence before the Quell reaping.
But that plan went up in flames when Katelyn Persimmon drifted from the District after the Seventy-Fourth Games.
Now, Killian and Minerva are picking up the pieces, trying to decide if they have enough support. At the very least, they must get the orphanage running before the winter. From there, there's no telling how far they'll go.
Killian (33) // Idris Elba // Baby Wessex d9b [earthling]
The leader of the Rebellion, Killian has returned to the District as a prospector. In order to maintain this cover, he's using the Home for Children as an example of his superior construction skills. His main objective is to befriend the Peacekeepers and continue to look for new ways to get children out of the District.
Minerva (32) // Gal Gadot // lance
An ex-Peacekeeper turned vigilante crime fighter, Minerva and Killian have worked together on and off for years. If Killian is the brains of the operation, Minerva is the brawn. She can't be seen by the Peacekeepers after her dishonorable discharge, so her primary objectives are underground.

A true-born citizen of District Eleven, he is a butcher in the District Center. Beneath his shop is the dirt floor, bathroom-less bar where Killian and Minerva recruit. He is also in his mid-thirties, strong despite his appearance, and dedicated to doing what is right above all else.
Damien Newton (22) // Devon Bostick // kousei ♚
One of Killian and Minerva's newest recruits, Damien is also a patron of the nameless basement bar. TBD what his role is!

Currently the only adult at the Orphanage and therefore the default keeper of the children, most people have overlooked him. He's always been a little bit thin, a little bit weak, and while most people in District Eleven are undernourished, there's just something sickly about him. He makes up for in spades with his sharp mind. His only demand of Killian? He wanted an entire room designed with floor to ceiling book shelves. Killian was only too happy to comply.
Kirito Miristioma (21) // Ryan Potter // Arrows
Since the disappearance of Katelyn unrest has followed Kirito every where he goes. Constantly he ventures through the District desperately searching. About a month ago when searching her home in the Victor's village he discovered several small notes. To many people they would mean nothing but to him they meant everything, they weren't how Katelyn normally wrote. They were important to her, along with a man named Killian. Following the notes Kirito discovered the orphanage along with Killian himself. After conferring Kirito decided to join the rebellion, he knew damn well what the Capitol was capable of. He was tired of wasting time. He would finish what Katelyn began.
Rafe Tuson (19) // Wade Poezyn // Tom
Rafe was unknowing to anything going on within the rebellious ideas and where Kirito was running off to all the time. Through dealing with Oasis' romance stories and his own grief. With the name Grove Corvus at his side, he began wandering the district and seeing new things. He found an underground bar where he would drink until his mind was wiped away of anything back in District Six. As he would visit the place more and more often, it became second nature to him. Every day he would visit the bar, with a frown upon his face and a bottle within his hand. That's when he met him. Killian. Soon enough, Killian explained what he was doing. As a man who worked in the hospitals of District Six, Rafe insisted on joining the rebellion as a medic and a rebel. The capitol had taken enough away from him and he wasn't going to let them take anything anymore from his sister and himself.

Even before he built the orphanage, Killian knew instantly who to recruit for it to be successful. For years he'd been keeping an eye on twin street rats in the District Center. Unlike the other beggar children, these two seemed to have the system gamed. Their eyes were bright, their cheeks pink, and yet he knew from following them that they slept outside every night and spent their days pickpocketing. They were hardy and savvy. As soon as the orphanage had a roof, Killian offered them a deal: live in his orphanage, legitimize it to the other children, and he'd pay them double what they were stealing. They were the first overnight guests of the orphanage.

Even before he built the orphanage, Killian knew instantly who to recruit for it to be successful. For years he'd been keeping an eye on twin street rats in the District Center. Unlike the other beggar children, these two seemed to have the system gamed. Despite Killian's best intentions with hiring the bookish caretaker, the true "parent" of the orphanage is this young man. Like many in District Eleven, his family died tragically, but later, when he was already a young teen. The memories of them haunt his nights, but during the day, he dedicates himself to his new family: his fellow orphans.
Sampson Izar (18) // ? ? ? // marguerite harvard d2a (zori)
Sampson has lived and lost because of the capitol. Part of the Izar family, he's lost his brother Benat and two cousins (Iago and Levi) to the games. For a brief period, he fled district 11 to see the world beyond the walls, but grew two sick wandering to continue. He has become bitter and sullen because of a world he thinks wronged him, and would like to watch it burn down if given the chance. Enter the rebellion, and his chance to cause chaos.
Sirrah Birnam (17) // Nick Eversman // Kire
Sirrah has always had that inner urge to do something to help people, but has a hard time expressing that urge.

She is another one of the District Center street rats, and the third person Killian invited to the orphanage. He could not help being entranced by her. A seer of sorts, she has survived by offering palm and tarot readings, although her deck is tattered and incomplete. She once told Killian that he would burn brightly before exploding, and he's taken it on as a sort of mantra ever since.
