Appearance: Carter stood at the average height of 5'9. Although, he was considered tall for a person from District 10. He was extremely skinny from a lack of food, but he did have some muscles. Okay, a little more than "some" muscles. He had white skin. Carter had sea green eyes. They were almond-shaped. His hair was dark brown. It would go somewhat curly if it got wet. His eyebrows were in the middle of thick and thin. Most people described him as "a mix of starving boy and athletic jock".
Carter was often dressed in casual clothing. His favorite outfit was a plain green t-shirt and black shorts with white stripes on the side. You could often see him wearing red tennis shoes. But in the winter, he offen wore a thick black jacket, dark brown boots, a black beanie and grey pants.

Personality: Normally, Carter wouldn't have a good first impression. There are only a few select people that are his friends. But once you get to know him, he's actually pretty cool. His favorite thing to do is play with his dog, Rex. He would throw the ball, and eventually fake throwing it. Then his dog would get the ball. However, when he plays sports with other people, he's more of a trickster. Carrer will fake throw, and also dodges balls easily. He's known for being very athletic, strong, and fast. He's almost a completely different person with his friends and family than he is in public.
His strongest relationship is with his dog. Every day at sunrise, they would take a walk on the pathways in District 10. But, he was super close with a boy his age named Sky. He never developed feelings for anybody, however.
He secretly hated the Capitol. Killing 23 children every year was the cruelest thing he'd ever heard of. But he kept his feelings wrapped up that way he never had to face punishment for it.
After the death of his sister, he became more protective and loyal than ever. He would willingly sacrifice himself for his friends. Carter started to be very caring for his closest peers.
Weapon of Choice: Throwing knives
Backstory: Growing up in District 10, Carter lived where the supply of meat was. And as everyone knows, you have to eventually kill the animals to get the food. Carter started working at the age of 7. He started out feeding the animals. Then, he moved his way up to washing the animals. His father thought he did a good job, and got him a dog named Rex. That made Carter feel extremely happy. Eventually, he was mature enough to start breeding the animals. But when he was 12, they decided to let Carter give the "meat harvesting" a try. It turns out, he could throw the knives and hit them right in the eye.
When he was 13, a new boy had came to school. He said his name was Sky. He and Carter became friends really fast. Every day between work and school, they would play in field.
His family was never really rich. Carter and his sister both had to sign up for tesserae every year. When Carter was 14, his sister, Rowan went missing. She had dirty blond hair and sea green eyes. They found her dead, hanging from a tree with a suicide letter. Carter never knew that her sister had depression. She covered it up really well. And now she was gone.
Carter got over his sister's death by playing games with Sky and his other friends more often. They would often race each other around town and play catch. A girl in his friend group, Azalea talked to him a lot to cheer him up, and it worked.
