As a person who has just passed her career age, Rubia considers it very important to help those careers who didn't get to participate in the Hunger Games to find a decent job. Rubia plans to give out significant amounts of money to those careers in each age group (below 12, 12-15, 15-18) who have the most promising training results. She also wants to start renovating the training center, lowering the minimum training age (+organizing special training sessions for kids aged 3-5)and recruiting new trainers to increase her district's chances of finally having a victor. Rubia doesn't think very high of the other candidates, because they are much older than her and it is her strongest belief that they should let the representatives of the younger generation like herself make their own destiny and stop meddling into politics.
After talking to a few district citizens during her campaign she also decided to help families of the fallen tributes and provide financial support for the tsunami victims. While thinking about where she is going to get all the money she came to a conclusion that she can increase taxes for the rich citizens and organize fundraisers.
