The Underground Railroad {Wanderer/Capitol Plot}

Part 1: The Capitol Wildfire

“Because out here – out here you can be anything, everything. There’s a whole world undiscovered – rivers and trees and carnivals and seasides. There are awaiting mysteries yet to be unfolded, worlds untouched, and guess what? You can have it all for free!" - Freya Hanig, deleted propoganda

Over ten years ago, Capitol runaway Freya Hanig created a set of video tapes during her novice travels with wanderer and orphan, Rum Tum Tugger. Charmed by the initial allure of travelling, “Survival Expert Freya’s” so-called “vlog” was primarily intended to inform others on the “realities” of life in the woods.

Notice the use of quotation marks. Despite Freya’s absence of internet communication and her seemingly harmless idea, the video tapes were found later by the sly Capitol Secretary of Commerce, Olivia Montferrat after Freya and Rum Tum’s return to the Capitol. Because of Olivia’s hunger for presidential power, she uploaded the videos and publicized them across primarily teen-based social media, hoping her desired results would weaken public image of Snow and his ability to control chaos among his own people.

Many restless teenage girls, and other curious capitolites, began to identify with the girl on the screen. Her advice on forest fashion, primitive dining, and dealing with homesickness made the world beyond the Capitol look like something they could realistically take on, and even more so, something that they wanted to take on. They began to pack their bags and practice acquiring outdoors skills in their backyards.

Due to Olivia’s ability to surpass government surveillance, President Snow was well unaware until the government began receiving frightening reports of citizens venturing toward the mountains. Immediate deletion and investigation of the videos is not stopping the wildfire of ideas that is already spreading, and Olivia is getting just what she wanted.

Fuel for the wildfire:

-Peacekeepers to control the borders, manage runaway attempts, search the outskirts of the Capitol, discuss whether it’s appropriate to punish their own citizens, etc.

-Psychologists to counsel all who fantasize about running away, attempted running away, or are parents of runaways, by order of President Snow

-Attempted runaways who either turn back, don’t make it out, are caught, and are likely turned in for intensive therapy treatment

-Actual runaways who likely made it out before Snow discovered the videos and set controls on the borders
*all can be pre-existing or new characters

Part 2: The Underground Railroad

It has been twelve years since Freya Hanig and Rum Tum Tugger began their unexpected journey together. The last several have been spent in the concealed and deserted remains of a village next to the lake. With the help of the few wanderers they’ve seen come and go, they’ve turned some of the odds and ends into a functional community. Calling themselves Canaanites, they've settled into a steady rhythm of life. However, they have realized that they wish everyone could know this joy: this beautiful place and this remarkable freedom. They want to grow.

All of the community’s wanderers have contributed their navigational wisdom and together they have formulated a map of the districts’ general locations and directions. While Rum Tum has decided to stay and manage the community, Freya and many others have agreed to set out to find other wanderers and recruit citizens from the districts.

While their all-too-ambitious plan includes a variety of districts, the first destination is the Capitol, and the first plan is to free a number of Capitol Avoxes. Of course, these plans are optimistic: too optimistic, even...especially when the group has no idea about the wildfire they’re about to walk straight into!

Wanted Passengers:

-Members of the Lake Community who travel alongside Freya, navigate, form plans, go in and do the dangerous work, assist any rescued people

-Members of the Lake Community who stay back with Rum Tum to begin building new houses, organizing new systems to accommodate a larger set of people

-Wanderers: whom the group runs into and potentially adopts on their way

-Avoxes: to be rescued by the group

-Successful Capitol Runaways whom the group runs into on the outskirts

*all can be new or pre-existing characters except for members of the lake community, who will likely need to be new characters, since they have been living there for some time already

Notes:

This plot is OPEN to EVERYONE who wants in. There’s a lot of space. This is a vague overview of everything. We know it looks huge and ambitious, because it is. It isn’t just going to be one thread at a time. Depending on how many people are interested in the plot, we will have separate groups and events happening -- which all will ultimately tie together in the future. We want to hear any ideas you might have! We didn’t want to outline specific characters because we know it’s more fun when you get to really design them the way you want to, or use old characters.

However we do need to manage things, so to apply, please give a short description of your character and what you plan to have them contribute to this plot. If you’re dead set on a single position, that is fine, but if you would be open to playing a role other than your first choice in the plot, please say so when you apply!
