Volunteering clarification

There seems to be some confusion about this, so to clarify: If you're going to swap out your characters, the person going in the Games needs to actually volunteer. You can't just do magical substitution on them and pretend that the tribute you're sending into the Games was reaped in the first place — they need to legitimately volunteer.
