To say she's frustrated is an understatement in itself; rather, she's just about pissed. Dragged half a country away with three days preparation, a workload of hundreds of applications dropped in their lap when there were mouths to feed and people to treat and policies to enact and for what - a birthday party. A tour. A single soirée.
But she knew this coming into the job, right? And it's been three years on the clock, receiving Capitol-approved speeches for reaping day, seeing teens - some of whom she had known in an earlier life, frolicked with during days of plenty when twilight shone in their eyes - carted off to death. But she could deal with it, for the sake of the people she has to deal with it.
This frivolously is something else entirely. It's eating at her slowly, first subtle observations, and then unanswered questions. Now, sitting at a table with a few of her citizens and a plate of food she'd never imagine they'd get to eat in front of them, her eyebrows furrow. A cup of tea cools, untouched and then taken away by a man with no tongue. Another quick check around the room reveals plenty.
Io Wie may be the mayor, but first and foremost she is a doctor. And it's at this time that she realizes that I need a second opinion.
Unsurprisingly, she finds him by the sweets, perhaps clustered by his family or trying to get away from the cameras. She simply smiles, extends a hand. An eyebrow is raised just the slightest amount.
"Hey, Emberstatt. May I have this dance?"
