Vault - Delivery Words to the Dead

All Delivery Words sent to the dead will arrive in the vault, eventually. The birds are caged. If a tribute asks any Peacekeeper, the will explain that the cages are to remain locked until the conclusion of the Games. If the tribute wishes to feed and water the bird, it will have to come out of their own rations.
