"GOTTA LOOK GOOD TO FEEL GOOD"
Penelope always makes sure she looks presentable, whether she is just grabbing lunch or if she's in her tenth meeting of the day. Rarely will you catch a stray hair out place on her head, as she always has her curly brown locks brushed or in a bun if she's had a long day. Unlike many Capitol residents, she declines any sort of skin dye or outrageous body modifications because she believes it's overdone. She thinks that a regular-looking person among the colors will make her stand out. But that doesn't mean she neglects all of the Capitol's strange styles. She'll add on to her look with some bright makeup to compliment her hazel eyes, or strange jewelry, but nothing too over the top.
When it comes to her attire, again Penelope is all professional. She opts for the traditional business suits and blazers of their ancestors (Pre-Panem history is one of her side-interests) along with some kind of Capitol touch. Usually her palette sticks to the darker side - lots of navy and maroons, but she isn't afraid to add a pop of neon every now and then. She also enjoys suits because of how she looks in them, as a woman who is more on the taller side, the suits add to the power factor that she strives for.
"I MAKE THE RULES AROUND HERE"
If you could describe Penelope in one word, it would be perfection. That's what she strives for all day, every day. She makes sure those working with her know what she wants and when she wants it. She loves getting recognized for her work, but does her best to make sure the limelight doesn't get to her head. Working in the media department for the nation's biggest event can put a lot of pressure on a person, but she lives for it.
She can get quite bored during the offseason, so her ambition to be known as the best at what she does pushes her to always be out and about, looking for the next story. This can lead to a lot of nosiness to get the fans what they want, and even though her time working with all sorts of victors has shown her what their lives are really like, she does prefer to get the story first and can sometimes push the limits, much to the annoyance of others.
Penelope never puts herself first, it's always work, or her friends. She is a giant ball of stress and deals with alcohol or hookups to distract herself. She doesn't show it though, because she knows her how important her appearance is. There are times when she'll snap, like if something goes wrong, but it fits into her fast-paced, bossy lifestyle so it isn't the worst thing for her to do. Penelope is also very passionate about what she does, and is very determined to get things right. She does care about those close to her, but to an outsider it can take a while to get to know her.
"DON'T YOU FORGET ABOUT ME"
All Penelope wanted growing up to recognized. Her family was never at the top of the Capitol circles, mostly because her linage can be traced back somewhere in District Seven (hence her last name). Her parents were often busy working and socializing to raise their status among the city, leaving her to explore and learn on her own. One of Penelope's first interests was the world before Panem, and she spent all her days learning the culture of the past. But she knew that a historian was not the most glamorous job, after all what good would the past do for her future?
So what dream did Penelope try to chase? The coveted job of gamemaker. Not just one of assitants, but head gamemaker. After all, her parents worked with the betting offices. She found them entertaining, and even though she wasn't the most knowledgeable, she knew she could learn on the job. And to be in complete control over the nation's favorite past time? Everyone would recognize her now.
She enrolled in gamemaker training as soon as she could, jumping straight to applying for the lead position. But while she had the creativity and determination, it was a mistake. Even though she insisted that she could train easily under the current gamemaker, she was too inexperienced. They told her to come back later, but she was too stubborn and left to go find a different job.
Somehow, she ended up finding a position with the games media department as an reporter Even though she still wanted to have a more prestigious position, she remembered her mistakes with trying to be a gamemaker and decided she would have to work her way up through the ranks.
Now, over a decade later and she's at the top for reporting, making sure the capitolites get their fix on anything Hunger-Games related. She still would like to join the gamemakers one day, and is just waiting for the right opportunity to pounce.But for now, she'll continue to get the hottest newest out before anyone else can.
