Orville was a weirdo. That was clear to see, with the fringe mask, and the inevitability of knowing him for being masked. Being a cowboy just was simply not enough. There was more to him than met the eye, and Orville wished to convey that to the best of his ability. It took some convincing of the peacekeepers, and most of the people in his community had an idea of what his real face looked like, but eventually, the peacekeepers let it slide. He had to take the mask off several times, and explain himself several times, but if people of the Capitol were able to dye their skin green, then he could wear a mask.
Of course, it wasn't always that easy. Somedays, he worked with the cattle unmasked. Especially during the summer. His identifying features were his green eyes - which peered into you through the large holes in his mask. And this wasn't the only exception to him removing the mask - all the men he'd fell in love with had seen his real face. It was no secret what his face looked like, but still, Orville insisted that the mask was necessary. He grew attached to the way the fringe brushed against his shoulder blades. He could at least try to escape how mundane a Panem life was behind it.
After a few years of wearing different iterations of the same mask, eventually, something changed. What was once used as a way from escaping from the grips of Panem turned into a self-inflicted identity. The mask helped Orville understand that there was a different reality so long as you reached out and tried to comprehend it - but still, the fringe that tickled his neck and shoulders from time to time was enough to tell him that this was all something that he wanted, although it most certainly not was objectively who he was. But still, part of him said it was. Inside the mask is where he felt most comfortable, after all.
