Sometime after her encounter with the Mayor, Katelyn found herself in the Justice Building, getting ready to ship out. There were other people around besides the Capitol workers and the peacekeepers, but Katelyn was used to tuning them all out. There were other citizens too. Some members of a cleaning crew, and a few members of what passed for the one percent in eleven. Katelyn chuckled bitterly to herself. They had no idea what passed for extravagance in the Capitol.
They were children playing at dress-up. It sickened her to find such people in her own district, though she took some solace in knowing that whether or not they sought to emulate their overlords, they had at least been raised with district elevens values. She could overhear a man talking about goods to one of the Capitol officials who had come on the train, something to do with quotas and a bumper crop. It was likely that they wanted to make a deal. Katelyn looked elsewhere in the room, not wanting to seem like she was eavesdropping.
You never knew when the Capitol was watching.
The VIP room was set up like a party, open only to those who came on the train, those who would be departing on it, and those who had the money to mingle. There was a buffet table along one wall, with dishes that came from district four; shrimp cocktails, caviar, several types of fish. Katelyn ignored all of it and sipped quietly at her lemonade. There was a girl of reaping age sitting nearby and as she wasn’t a tribute, Katelyn assumed she must have been related to one of the businessmen. Lord only knew why she wanted to be there.
Katelyn turned and flashed her a small but tired smile.
“You look a little young to be doing business with the Captiol,” she mused. “Are you enjoying the food?”
