Iphigenia was always a kind soul, ever since she was born she was brittle. When her sisters would fight she would be the one to mediate, when someone would try and bully her for her hijab she would take the higher road and forgive them, tell them why they were wrong in the most even tone. It seemed like nothing in the world could ever bother Iphigenia, and eventually it made her peers respect her. Because she was not weak, despite the fact that she never fought back, or yelled, or ran off, she always just took it, and then she would be the bigger person in the situation. She was strong, there was strength behind those quiet eyes, that kind heart, she was gentle, and she was intelligent, but more than anything she was strong.
The Damask family didn't know the involvement with the rebellion that Agamemnon had, and truthfully there was not a way to know since he was careful not to get them involved. He was not a fighter like many of the others, instead Iphigenia's father used his position as mayor to start aiding the remaining rebel forces who were trying to make an uprising against the Capitol. Being the mayor of District Eight, he had all the power, all the information and influence to help the Rebels to achieve their goals for a change.
Except, he wasn't careful enough. Three years after the war was finally stopped, the Capitol found out about the pitiful attempts of Agamemnon to aid the rebels and executed those in contact with Agamemnon, but not him, they had better plans for him. A way to make an example of him, to make him fall in line and crush the spirits of any other mayor's who thought about doing what he had done. They would rig one of his daughters into the Hunger Games. The only questions was, which one would serve as a sacrificial lamb? Who would die for his sins?
The answer became clear once they actually looked at them in more detail. Because it was the middle child, Iphigenia was too kind, too intelligent and too strong. She was a peaceful girl who would probably not fight, she would die in the Hunger Games at the hands of other rebels. And more importantly, she would not have the chance to figure out why her father had been fighting and keep on with the fight. The death of Iphigenia would be the crushing blow needed to keep the mayor, and all of those who came after, in check.
The Capitol always won.
