It's been a long seven years for the heir to the Lumiere dynasty since she'd officially grown out of reaping eligibility. A discovery of long-lost cousins, born through a bastard line. A selection of a girl she'd grown smitten with into the Games themselves the year after she'd aged out, where she'd been cut down by the eventual victor from Seven. And though possibilities were touted, though ambitions were forged and henceforth cooled, the Lumieres once again faded from the most recent Career family to take the limelight into a quiet, relative obscurity.
And as the next matriarch of the family, this came as more of a relief than anything else. Both of her cousins - bastard and legitimate alike - had hurt in their volunteering, and then henceforth their passing. And all the while, she had grown, learned, shaped herself into a worthy heir for the Lumiere dynasty through the efforts of her grandmother. A perfect person to claim relevance in a different way - through diplomacy as opposed to bloodshed, through a trip to the mayor's office instead of as a winner of the Hunger Games.
So a plan was formed, and a platform created. The Fray matriarch who was retiring from the post had been notoriously hands-off in her management of the district during her tenure, and Annika would step up on a platform that suited her kind, charitable nature. Under a mayorship of her tenure, she'd support and raise up the lower class through an economic reform and work to create more job opportunities for ex-Careers who had aged out of the program that did not include working in the Peacekeeping corps or training new Careers.
